Exit Interview The inspection scope and iindings were summarized on March 2, 1979 with those persons indicated in Paragraph I above. Discussion included terminations on control panels, status of unresolved items, reporting of 50.55e and Part 21 items, and the status of the project.

Licensee Action on Previous inspection findings a.

Cable Connector Clamps. The subject unresolved item concerns the ef f u tiveness of shimmed cable clamps.

Bechtel NCR 3296 was issued to note the nonconf orming condition and to initiate action.

GE has been requested to determine action to prevent recurrence since the problem resulted f rom a manuf acturing process. GE has agreed to make an inspection verificat ion and to provide resolution Field Disposit ion Inst ruct ion (FDI)

for the descrepancies via a on a Field Deviation Disposition Request (FDDR).

This item remains open.

b.

(Open) Unresolved Item No. 416/78-19-01 Bergan-Patterson Supplied Snubber. Serial No. 07087. The subject snubber questioned by an NRC inspector during a previous inspection because of nonsmoothness of stroke is being investigated by Bechtel.

Bechtel has written NCR No. 3133 requestin. original test reports and retest ing of the snubber by the supplier. This item remains open.

Part 21 Requirements The inspector noted that MP&L posting of Federal Regulations, Section 206 of the Atomic Energy Reorganization Act of 1974 and title 10, Part 21, of the Code of Federal Regulations is st ill in ef f ect. The inspector observed that similar Part 21 notifications are posted by both Bechtel and MP&L The MP&l. Notice dated December 1977 is directed to MP&L employees whereas the Bechtel notice dated December 22, 1977 is directed to Bechtel employees. In addition, the inspector examined MP&L procedure QAP 4.10, Revision of MP&L Procurement documents.

It was noted that all sa f ety related document s ara to be submitted to QA for 10 CFR 21 review prior to release for bid on contract award.

No items of noncompliance or deviations were identified.

Licensee Identified items a.

(0 pen) 10 CFR 50.55(e) Item No. 416/79-04-01 Work Performed QA Program.

The licensee identified the subject item Without a potentially reportable item on February 12, 1979.

MP&L as a reported that GE installation and Service Engineers have been performing work on electric panels without a QA program.

The licensee is investigating and is to submit a written report by March 12, 1979.

(Open) 10 CFR 50.55(e) Item No. 416/79-04-02 Inadequate Crimping of Connection Pins. The licensee identified the subject item as a potentially reportable item on February 23, 1979. Interconnecting cable pin connections located in the Power Generation Control Complex (PGCC) have been found to have inadequate crimping. MP&L and GE are performing an investigation to determine the extent of the problem and the corrective action required. The licensee is to submit a written report on March 23, 1979.

(Open) 10 CFR 50.55(e) Item No. 416/79-04-03 PGCC Panels Do Not Matc h Drawings.

The licensee identified the subject item as a potentially reportable item on February 23, 1979. Bechtel Technical Specialists have determined that the "As Shipped" PGCC panels do not match the specified drawings. The supplier, GE contends that the computer listing is incorrect, MP&L is investigating and will submit a written report by March 23, 1979 d.

(Open) 10 CFR 50.55(e) Item No. 416/79-04-04 ITE 4.16 Switchecar Cracked Auxiliary Switch.

-3-potentially reportable item on March 2, 1979. During item as a circuit breaker testing of the ITE Imperial Corporation 4.16KV switchgear, a cracked auxiliary switch was found. Further exami-nation revealed that 132 ITE switches (4.16 KV and 6.9 KV types)

are cracked.

These switches are utilized in both safety and non-safety applications.

The licensee is investigating further and will submit a written report by April 5,1979.

IE Bulletin Status (Closed) IEB 78-10, Bergen-Patterson Hydraulic Shock Suppression Accumulation Spring Coils, Units 1 and 2.

MP&L replied on February 6, 1979 that the subject mechanism is not being utilized in either Unit 1 or Unit 2 of the Grand Gulf Nuclear Station.

The inspector has no further questions regarding this matter.

8.

Independent Inspection The inspector examined various areas of Units 1 and 2 to observe construction work and related activities in programs, to inspect the general state of cleaniness, and to examine inplace storage conditions of mechanical and electrical equipment. The inspector examined plant laydown areas to observe the general condition and protection of piping subassemblies, cable reels and other safety related equipment.

No items of noncompliance or deviations were identified.
