C-191.0 RII: JRH 50-416/417/79-26 Response to NRC Site Inspection Report 79/26 Reference AECM-79/140 Response to Infraction on Sieve Calibration AECM-79/149 MP&L responded to the infraction concerning calibration of sieves as stated in Inspection Report 50-416/79-26 by our letter AECM-79/140 dated November 26, 1979. The essence of our response was to delay specific actions until the NRC responded to the generic issue raised by Pittsburg Testing Laboratory's November 6, 1979 letter to Mr. Walter Hass of the NRC. Our rationale was based upon the fact that Unit 2 has been delayed

and that the overwhelming majority of both concrete and soil work had been accomplished for Unit 1. Therefore, that work which had been completed before the generic interpretation was rendered would be of small consequence in an overall engineering evaluation.

We have been contacted by your staff who indicated that it would not be appropriate to wait until the generic interpretation was rendered.

They further stated that they were confident as to what the ultimate decision would be and that immediate steps should be taken to confirm compliance to ASTM E-ll by calibrating our sieves. In response to this direction, we submit the following.

1. Corrective steps which have been taken and the results achieved:

Alternatives available to accomplish an expeditious calibration of the on-site sieves have been investigated. Arrangements have been made to obtain the services of a technical represen-tative from a utility which has a sieve calibration program which has been audited ar.d found to be in compliance by

- Region II of the NRC.

2. Corrective steps which will be taken to avoid further noncompliance:

Development of verification procedures, calibration of appropriate M&TE, and verification of sieves utilized for future concrete and soil work will be accomplished by January 18, 1980. Appropriate engineering analysis of sieve verification results will be accomplished no later than February 22, 1980.

Within 30 days of the receipt of the NRC's response to the generic inquiry concerning sieve calibration

!T&L's position will be modified to be in compliance with that position.

3. Date when full compliance will be achieved:

MP&L will be in full compliance with NRC's, Region II, interpretation of ASTM E-ll upon completion of sieve verification January 18, 1980.
