Quke Power Company ATTN: Mr. H. B. Tucker, Vice President

' Nuclear Production Department 422 South Church Street Charlotte, NC 28242 Gentlemen:

SUBJECT: REPORT NOS. 50-413/86-24 AND 50-414/86-26 Thank you for your response of August 20, 1986, to our Notice of Violation issued on July 25, 1986, concerning activities conducted at your Catawba facility. We have evaluated your response and found that it meets the requirements of 10.CFR 2.20 With respect to example B.4 of Violation 413/86-24-01 and 414/86-26-01, the staff l has reviewed your response and finds that your proposed corrective actions adequately address the violation. We also find that the guidance of your procedure MMP 1.0 was not adequate in that the responsible group did not identify the required procedures for post maintenance testing. This inadequate procedure or failure to follow procedures caused the valves to be returned to service without the required functional testing. Therefore, the example of the violation remains. We will examine the implementation of your corrective actions during future inspection We appreciate your cooperation in this matte
