An outline was presented regarding the conduct of the Management Analysis Corporation (MAC) corrective action assessment review in response to the Construction Appraisal Team (CAT) inspection enforcement action.
The work effort occurred in four distinct phases.
Phase I covered the deficiencies identified during the CAT inspection; Phase II covered the most recent Region I Systematic Assessment of Licensee Performance; Phase III involved Niagara Mohawk deficiencies; and Phase IV was devoted to contractor identi-fied deficiencies.
The final report which summarized the MAC findings for all phases of the work scope was recently provided to Region I.
Several amendments, were proposed to the final report.
Region I acknowledged the amendments and recommended that they be amended via letter to the report in lieu of text revision.
Niagara Mohawk Power Corporation (NMPC) presented a preliminary analysis of the MAC findings.
The study found that over 96% of the site deficiency documents that were sampled, were satisfactorily resolved.
The analysis indicated to the licensee that the problems are primarily historical in nature and are not reflective of current work activities.
The licensee committed to provide to Region I a formal response by March 29, 1985 that will address all the MAC findings and recommendations.
Region I indicated that NMPC needed to additionally address the group of ITT-Grinnell Welding NDE documents that failed the MAC tightened sampling revie V

The licensee presented an interim status of the si te hardware re-ver ifica-tion inspections conducted to date.
The status report indicated the ma-Jority of the deficiencies will be dispositioned
"accept-as-is" by engi-neering.
The licensee stated that generic specification and FSAR revis-ions were to be implemented to relax certain inspection criteria.
The licensee further stated that the data indicate the necessity to conduct thorough walk down inspections at turnover.
Region I. stated that generic specification changes will be closely re-viewed to assure the adequacy of technical requirements for inspection and installation.
Region I will require assurance that the hardware sampling has adequately defined the worst case deficiencies for engineering review and that current gC efforts are to be monitored to ensure adherence to current requirements.
Region I indicated that no further review is expected of the MAC generated documents generated during the corrective action assessment.
