Unit 1 Results Of the two areas inspected, no apparent items of noncompliance or deviations were identified in this report. Special Report 338/79-39 contains details concerning the event of September 25, 1979.
Unit 2 Areas Inspected This routine, unannounced inspection involved six inspector-hours onsite in the areap of fire protection program.

5.
Plant Transient on September 25, 1979 (Unit 1)
' During the inspection, on September 25, 1979, the North Anna Unit 1 plant experienced a transient in which the reactor tripped on a turbine trip from 78% power, and experienced a safety injection when one of the condenser steam dump valves failed to shut. The inspector was involved in the NRC followup and investigation of this event which is fully described in IE Rpt.

Licensee Event Reports Review (Unit 1)
The following LER's were reviewed to verify that reporting requirements had been met, causes had been identified, corrective actions appeared appropri-ate, generic applicability had been considered, and the LER forms were complete.
Additionally, for those reports identified by asterisk, a more detailed review was performed to verify that the licensee had reviewed the events, corrective actions had been taken, no unreviewed safety questions were involved, and violations of regulations or licensee / Technical Specification conditions had been identified.
LER 79-85/03L-0, dated August 21, 1979:
Quadrant power tilt alarm a.
during power reduction.
This concern is under review by Westinghouse and the licensee was was discussed in IE Rpt.
NO. 338/79-31, paragraph 10, due to two previous LER's.
This matter shall be reviewed further in the future (refer to item:
338/79-31-01).
b.
LER 79-87/03L-0, dated August 7, 1979: Axial flux difference exceeded 5% target band on power escalation.
LER 79-90/99X-0, dated August 13, 1979: Missile hazard risk reanalysis c.
concerning design of the spent fuel pool (SFP).
This report included a detailed reanalysis of the damage potential of missiles generated by a tornado and the capability of the SFP to withstand such impact.
This report was considered by NRC during evaluation of the SFP modifi-cation request made by the licensee to increase storage capacity in the pool.
Amendment 14 of the operating license for North Anna 1 dated August 17, 1979, details acceptance of the tornado risk assess-ment for this modification. The inspector had no further questions in this area.

LER 79-93/03L-0, dated August 21, 1979: Fire door S54-11 found to be non-functional.
LER 79-94/03L-0, dated August 24, 1979: Ventilation stack particulate e.
radiation monitor RM-VG 112 failed.

LER 79-95/03L-0, dated August 21, 1979: Axial flux difference exceeded 5% target band during a power reduction.

LER 79-96/03L-0, dated August 30, 1979: Feedwater flow indicator FI-1487 failed.
h.
LER 79-98/03L-0 * dated September 10, 1979: Quench spray system valve MOV-QS102B found not stroke tested in accordance with ASME section XI requirements. The inspector reviewed applicable ASME Section XI requirements and the accepted exemptions granted to the licensee in VEPC0 letter serial 052C of August 10, 1977. The inspector also reviewed internal correspondence dated September 26, 1978, which listed applicable valves to be tested in accordance with IWV 3200 and 3410 subsections of ASME Section XI. -3-s 9 of ti.e valves listed in the August 10 letter which are not exempted from any valve testing. The inspector was informed that the memo was used to upgrade facility procedures to include IWV testing requirements for valve stroke time testing of category A and B valves. Until further review to ensure all category A and B valves, not specifically exempted from stroke time testing, is completed, this concern remains unresolved (338/79-37-01).

7.
Timeliness of Licensee Event Reports (Unit 1)
Three LER's received prior to this inspection were noted to exceed the time limitations from event date to date of submittal of Technical Specifications 6.9.1.8 and 6.9.1.9.
LER 79-98 was two days late, LER 79-99 was one day late and LER 79-104 was four days late.
Licensee staf f initiated a deviation report on this deficiency on September 17, 1979, which was still under review during this inspection.
Licensee action on the deficiency shall be followed up as an unresolved item (338/79-37-02).
8.
Fire Protection Program (Unit 2)
The inspector reviewed the licensee's fire protection program for Unit 2.
The licensee had recently taken over all fire protection functions for Unit 2 from the archetect-engineers so both Units are now under the same authority.
As a result, much of the documentation covered Unit I as well as Unit 2.
a.
Administrative review The inspector reviewed the following documents and flies for management controls of flammable materials, maintenance practices, fire brigade organization and training, plant inspections by staff and outside agencies, and correction to deficiencies noted on these inspections.
(1) Nuclear Power Station Quality Assurance Manual (NPSQAM) sections 5.1, 9 and 16.
(2) VEPC0 Quality Assurance Manual (QAM) sections 7.10, 10.1 and 18.

The inspector noted that as of September 15, two items from the December 1978 audit are still not corrected.
A third item concerning controls of wood in the plant was closed in the September Audit update, this issue will be discussed more fully below.
The inspector discussed licensee responses to ANI reports of deficien-cies, and was shown responses to all but the most recent, April 1979, Loss Prevention Report. The inspector shall review licensee respon-siveness to outside agencies in future inspections.
b.
The inspector toured Unit 2 spaces on September 25 with the acting fire marshall and again on September 26.
Unit 2 vital areas, except for containment were checked for cleanliness, proper controls of fire fighting equipment, and adherence to flammable material controls. The findings were summarized with the fire marshall and licensee management.
(1) All fire extinguishers and hose stations appeared properly checked and ready for operation.

-5-s (2) Fire brigade gear lockers were adequately stocked and stowed.
Fire fighting gear was in satisfactory condition.
(3) Equipment spaces were satisfactorily clean of debris and dirt.
(4) A sizable amount of wood planks, boxes, and other wood material was noted to be left, not in use, in electrical switchgear and signal processing rooms. During discussions on this topic, licensee management reviewed actions taken in accordance with an internal memo of September 5,1979 and the QA closeaut of a similar issue of Audit N 78-78 (See paragraph 8.a.(11) above).
Licensee management agreed that the use of wood was too high and that replacement with non-wood materials was being reviewed.
Control procedures, including suitable wood storage spaces and direction to return wood to those spaces after use were just recently promulgated and will require heavier emphasis at the maintenance foreman level until wood substitutes are available.
A previously opened item (338/79-10-01) is also opened on Unit 2 to followup on the upgrade to the Unit 2 wood control program (339/79-51-01).

Interiors of electrical cabinets in the control room and switch-gear rooms appeared clean and free of flammable materials.
(6) A spill of fuel oil occurred on September 25, which the fire marshall and members of the fire brigade responded to.
The inspector observed actions to stop and contain the spill at the fuel oil transfer pump house and to prevent a fire from starting.
The inspector had no comments on this operation.
No items of noncompliance or deviations were identified in this area.

Previously Opened Items (Units 1 and 2)
(Closed) Open Items (338/79-32-04 and 339/79-42-01).
Licensee to submit a supplemental response to IE Bulletin 79-11.
The licensee amended his response of July 13, 1979, with a letter of August 7, 1979, which corrected errors noted in the initial response.
