This refers to the inspection conducted by M J. A. Dyer of this office on january 22-25, 1979, of activities authorized by NRC License No. NIF-5 and Construction Permnit N CPPR-78 for the North Anna Units 1 and 2 facility, and to the discussion of our findings held with Mr. W. R. Cartwright at the Conclusion of the inspectio Areas examined during the inspection and our findings are discussed in the f nclosed-inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector We bove examined actions you have taken with regard to previously reported unresolved item The status of these items is discussed in the enclosed repor One new unresolved item resulted from this inspection and is discussed in the eClosed repor This item will be examined during subsequent inspection During the inspection it was found that certain activities under your license appear to be in noncompliance with NKRC requirement This item and references to pertinent requirements are listed in the Notice of Violation enclosed here withI as Appendix Corrective actions to prevent recurrence were completed prior to the conclusion of this inspection; therefore, a reply is not requeste We understand that questions were raised during the exit interview regarding the NRC position that snubbers with empty reservoirs are considered inoperable for the purpose of conformance to Technical Specification This is to confirm to you that the information provided by the inspector is correc All~1
