Areas Inspected:

Routine, unannounced inspection by a regional-based inspector of work activities, schedules and records associated with the Unit 1 Restart Program, including: electrical and instrumentation documents and records associated with power operated relief valve and safety vake position indication (RM-10) and containment isolation on reactor trip (RM-5C) modifications.

The inspection involved 32 inspector-hours onsite by one NRC regional-based inspector.

Results: No items of noncompliance were identified.

Power Operated Relief Valve and Safety Valve Position Indication (Task 10)

The requirements for this task are detailed in NUREG-0578, Section 2.1.3.a. NUREG-0680, Section 2.1.3.a and TMI-1 Restart Report, Section 2.1.1.2.

The inspector reviewed documents and records relative to the modification, to ascertain whether applicable requirements of NUREG-0680 and TMI-1 Restart Report have been met.

TMI-1 Restart Report, Section 2.1.1.2.5, Amendment 18 indicates that all equipment inside containment for Pressurizer PORV and safety valve detection will be seismically and environmentally qualified. Additionally, NUREG-0680 indicates the valve position indication should be seismically qualified consistent with the component or system to which it is attached and should be qualified for its appropriate environment.

The NUREG also requires justification and a schedule be provided if the requirements for seismic and environmental cannot be met by January 1, 1980.

Purchase Order 86023 and purchase requisition 86027 do not identify QC requirements. The transmitters and valve monitoring equipment have been purchased as control grade, have been received without a receipt inspection and do not have the appropriate suppliers documentation to assure that the components meet the applicable requirements.

This. matter was identified as part of unresolved item (80-05-04) in Inspection Report (80-05) and addressed again in Inspection Report (80-20). A representative of the licensee's organization has indicated that this task is in the process of being upgraded to an Important to Safety activity.

However, since the licensee has not provided an adequate response on how they intend to meet the requirements of the NUREG and TMI-1 Restart Report, this matter will be an unresolved item.

The inspector identified this as an unresolved item, which will be the subject of a further review by an NRC inspector during a subsequent IE inspection.

5.

Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of noncompliance, or deviations.

The unresolved item reviewed during this inspection is discussed in paragraph 2.a.

6.

Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on February 13, 1981.

In addition, the NRC Senior Resident Inspector Mr. D.

Haverkamp attended the meeting. The inspector summarized the purpose, scope and findings of the inspection.

During this meeting, the unresolved item was identified.
