Areas Inspected:
Routine, unannounced inspection by a region based in-spector of documentation and records, associated with the Unit 1 Restart Program, including: electrical and instrumentation documents and records associated with incore thermocouples (Task RM-4) and valve position in-dication/ acoustic monitoring (Task RM-6) modifications.
The inspection involved 17 inspection hours on site by one NRC region based inspector.
Resul ts : No item of noncompliance was identified.

The requirements for this task are detailed in NUREG-0578, Paga A-11, NUREG-0680, Page C8-14 and GPUN TMI-1 Restart Report, Section 2.1.1.6.

During the review of documentation the inspector observed that ECM-S002, Revision 2 and ECM-5012, Revision 4 were designated to upgrade the modification to "Important to Safety" and add the following Quality Control (QC) requirements:

QC installation inspection b.
Verification that material installed is in accordance with pur-chase requisition.
While tracing the flow path of the ECM package, the inspector found the package in route to the QC coordinator and the additional QC requirements not implemented.
Because the addtttonal QC requirements for installation inspection and material verification had not been performed, the inspector identified this as an inspector follow-up item.
This item will be the subject of a further review by an NRC inspector during a subsequent IE inspection (81-10-01).

Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on April 22, 1981. The inspector
