Areas Inspected: Routine unannounced inspection by a region-based inspector of the

submerged demineralizer system (SDS) in the preoperational and Startup test program area including: test program review and implementation; startup and test procedure

review, verification and results evaluation; turnover documentation; and, tours of the refueling building and the submerged demineralizer system. The inspection involved 18.0 inspector-hours onsite by one NRC region-based inspector.

Discussion

The inspector met with the Startup and Test Manager for TMI Unit 2 and held discussions concerning the status of the submerged demineralizer

system including construction completion, tests and test witnessing, turnovers and turnover packages, procedures and projected completion of major milestones in the critical flow path from turnover of com-ponents and suu-systems'to the Startup and Test group and then to the l

turnover of the SDS system to Operations.

regulatory requirements, guidance and licensee commitments.

The inspector reviewed the test esults and verification of

licensee evaluation of test results including review of test'

changes, test deficiencies, QA inspections and the verification

that test results have been approved by the licensee.

Findings As a result of the discussions with the Startup and Test Manager; review of the referenced documents; review of completed tests

including procedure review, verification and results evaluation; examination of turnover documentation; and tours and inspection of components and sub-systems of the submerged demineralizer system, no items of noncompliance were identified and no discrepancies were noted.

3.

Exit Interview An exit meeting was conducted on April 16, 1981 with the 11censee's senior site representative (denoted in paragraph 1).

The findings were identified and the inspection program was discussed.
