Scope: Special, announced management meeting to ciscuss the results of the NRC board convened to evaluate the licensee's performance from April 1,1980, to March 31,1981, as part of the NRC's Systematic Assessment of Licensee Performance (SALP) program. Areas addressed included: Plant Operations; Surveillance /IST; Licensed Operator Training; QA/QC; Reporting; Comittee Activities; Procurement; Fire Protection; ISI; Design Changes and Modifications; Radiation Protection; Independent Measurements and Environmental Protection; Emergency Preparedness; Radioactive Waste Management; Transportation; Security and Safeguards; Preoperational Testing; and Overall Facility Management.
Results: A sumary of the licensee performance evaluation was presented.
Areas of concern were discussed with corporate and site management.
No new enforcement actions were identified.

Management Conferences Held Ouring past Twelve Months Management Meeting 50-289/80-18 on July 1, 1980 to discuss the Office of Inspection and Enforcement licensee management reviews / appraisals which were scheduled for accomplishment during July -August 1980 to augment the routine NRC inspection program.
Management Meeting 50-289/80-32 on December 17, 1980 to discuss the licensee's proposed corrective action for the items identified in the Health Physics Evaluation of TMI-I (Report 50-289/80-22) as needing improvement prior to restart. The licensee provided various proposed corrective actions already taken or planned to be taken for those items identified as significant weaknesses requiring improvement prior to TMI-I restart.

Inscection Activities During the assessment period, 24 inspections were completed under the special TMI-I restart inspection program as implemented by memoranda dated January 28, 1980 and September 18, 1980 from the Director, Region I.
These included 5 inspections by the TMI resident section involving 481 inspector-hours onsite and 19 inspections by the regional office staff involving 1,126 inspector-hours onsite.
In July and August, 1980, the following special inspections were also conducted.
(1) management appraisal by the NRC IE Program Appraisal Branch (PAB) staff involving 516 inspector-hours (2) Health Physics evaluation by the NRC Region I and Headquarters staffs involving approximately 600 inspector-hours (3) "aear term operating license (NTOL)" review by the NRC Regional and Headquarters staffs involving 119 inspector-hours.

Investigation Activities investigattor 50-289/80-07 on March 21 and July 31, 1980 of an allegation concerning possible mis-marking of ASTM: A312 Grade 304 welded stainless steel pipe involving 13 investigative hours.
The allegation was not sub-stantiated.
Investigation 50-289/80-23 on July 1 - August 18, 1980 of concerns identified in sworn depositions obtained by the Three Mile Island Alert-(TMIA) Intervenor Group in preparation for the TMI-l restart hearings, involving 88 investiga-tion hours.
The concerns were not substantiated.
