SUMMARY Inspection on December 10-12, 1979 Areas Inspected This routine, unannounced inspection involved 40 inspector-hours onsite in the areas of construction status, engineering task assignment review, licensee action on previous inspection findings, nonconformance report review, on site drawing / ETA review, and long term storage of steam generator lower assemblies.

Results Of the areas iuspected, no items of noncompliance or deviations were identified.

(Closed) Deficiency (50-281/79-67-01), Control of calibrated tools.

The inspector reviewed all actions made in reference to VEPCO's response

to the violation dated October 2, 1979.

In addition, the work procedures

used for the steam generator repair project contain requirements for

calibration control numbers to be recorded at the time of acceptance.

Record of an accepted measurement without the control number would be

immediately obvious. All response action has been completed. No

further action is required.

Construction Status Unit 2)

The

'A', 'B'

and 'C' cubicle steam generator girth welds are complete.

The NDE indicate that the welds are satisfactory. The reactor coolant piping to

'A', 'B'

and 'C'

steam generators are reinstalled and have passed the NDE. Primary and secondary systems hydrostatic test of the

'A', 'B'

and 'C'

steam generators is in progress.

Engineer Task Assignment (ETA)

The inspectors examined the following Unit 2 ETA packages. These ETAs were reviewed for signoffs, dates, incorporations of field changes, documentation and procedure completeness.

(1) ETA #20008, " Equipment Hatch - Temporary Closure" (2)' ETA #30004, " Cutting Wrapper" (3) ETA #30007, " Cutting and Removal of Feedwater Piping" No items of noncompliance or deviations were identified in the areas inspected.

Long Term Storage of Steam Generator Lower Assemblies (Unit 1)

c.

The inspectors observed the longterm storage conditions of Units

  1. 2981, #2982 and #2983 steam generator lower assemblies. These lower assemblies are to be. installed in Unit I containment at a later date.

It was observed that the lower assemblies were being handled and stored in accordance with Westinghouse process specification HPT-91

" Protective Measures for Long Term Storage of Steam Generator Lower Assemblies".

No items of noncompliance or deviations were identified in the area inspected.

The inspectors examined the following VEPCO ETAs and drawings to ensure that the craftsmen at the job site were working with up-to-date

The inspector examined VEPCO's nonconformance report #79-357 " Steam

Generator No. 2982 for completeness, description noted, corrective action / disposition assigned, and corrective action taken/ disposition completed.
