Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (50-280/78-6-1 and 50-281-78-6-1): Alternative Fish Impingement Monitoring. Inspection disclosed that an alternative fish impingement monitoring method scheduled for use during malfunction and or __
repair of the low level intake was included in revised Technical Specification 4.1.

Environmental Program Audit A detailed review of Quality Assurance Audit Report No. 78-11 was included in the inspection.* The subject audit was confined to radiological and nonradiological monitorin The audit disclosed that the operational monitoring program was * adequately administered and was consistent with regulatory requirements. - Physicochemical Monitoring The inspector reviewed and audited records, data and reports on thermal and salinity monitoring requirements of Technical Specification 4.1 for the period March 1, 1978 through July 1, 1979. Inspection disclosed that thermal data was routinely recovered from estuarine monitoring stations depicted in Figure 4.13-1 of the specifications. Inspection also disclosed that the thermal discharge limit assigned for station cooling water was not exceeded during the above perio Technical Specification 4.13.A.2 assigns the maximum limit between river water ambient temperature at the station high level intake and cooling water at the discharge control structure. Review of records, data and charts disclosed that the limit was exceeded on February 8, 1979; however, the incident occurred during emergency conditions consistent with those defined in Technical Specification 4.14. The inspector reviewed the licensees deviation report addressing the subject incident. There were no questions concerning this ite.
Impingement Monitoring and Fish Sampling a. Revised Technical Specification 4.13.E requires impingement monitoring at the low level intake screens once weekly. The inspector reviewed fish impingement records and reports including the Annual Environmental Report for the period ending December 31, 1978. LERs and Deviation Reports Inspection included a review of LERs and Deviation Report Inspection disclosed two LERs, viz 78-19 and 78-23 which involved elevated delta Inspection also disclosed six events involving the 3°F per hour rate change in cooling water temperature at the discharge control structure (Technical Specification 4.14.A.3) during the period September 9, 1978 through February 18, 197 These items were discussed with licensee representatives and were closed out by the inspector.
