-2-The work on these valves was done on the following maintenance request Valve 1-FW-10 - MR-S 1907231043 MR-S 1908131111 Valve l-FW-41 - MR-S 1907230931 MR-S 1908131110 Valve 1-FW-72 MR-S 1907250730 MR-S 1908131112 During the review of the documentation the inspector noted *that the repair instructions reference the licensee's visual inspection procedure NDT 1 which is the licensee's procedure for performing visual inspections.re-quired by ASME Section XI. The significance of this is that the procedure provides guidance for examining welds which have been in service for evi-dence of damage, corrosion, or deterioration but does not contain inspec-tion guidance for initial acceptance of a weld such a weld reinforcement, weld size, et Further investigation showed that the welding visual inspection requirements are contained in the general section of the site welding procedure manual, and as such are the responsibility of the mechanical maintenance superviso In the case of the valve repairs the visual inspection in accordance with NDT 15.1 was technically adequate for the welding involved in that the welding involved filling of ground areas with sound weld meta The inspector informed the licensee that the use of NDT 15.1 for visual examination of welds would be carried as an unresolved item identified as 50-280/79-52-0l, NDE procedure for visual acceptance of weld There were no items of noncompliance or deviations in this area of inspectio.
Review of Construction Radiographs The licensee had retreived a portion of the fabrication radiographs for the Unit one and two primary shield tank reactor support structur (The storage life of the radiographs was only required to be five years by the purchase specification requirements and a portion of them had already been destroyed.) The radiographs which were retreived included welds of piping inserts into the tanks as well as circumferential and vertical seams in the tank wal /
The inspector reviewed a randomly selected sample of the radiograph The radiographs were taken in late 1968 and early 1969 during fabrication at

- Welds appear as-welded The welds which were radiographed as-welded were finished well enough that the weld surface would not mask any internal weld defect indication There were no items of noncompliance or deviations in this area of the inspection.
