e e-2-that recommendations by drill monitors had been incorporated into the emergency procedure A simulated radiation emergency drill was held on June 1, 197 Two inspectors were available at the site to witness the emergency drill activities in the control room and control room anne The simulated emergency developed as a result of a loss of coolant accident and subsequent release of radioactive materials to the environmen The main areas observed were:
(1) Shift supervisors responses (2) Emergency classification (3) Notification and communications (4) Plant personnel assembly and accountability Licensee representatives acted as observers at the control room, south annex, security building, HP lab, Unit 2 turbine basement, construction gate, turbine building and clean change roo The main areas observed at these locations were:
(1) Communications (2) Accountability (3) HP emergency team response (4) General Conduct of the drill at each locatio The inspector was informed by a licensee representative that a critique would be held at a' later time since there were so many observers
involve At the 1 exit interview the inspector discussed the overall effectiveness of the drill with licensee representative The inspec-tor stated that any deficiencies identified by the drill monitors and corrective actions taken would be reviewed during subsequent inspec-tion The inspector asked about the accountability of all personnel onsite, especially the large numbers of construction personne The inspector was informed that the accountability was accomplished satis-factoril The inspector asked about the site evacuatio The in-spector was informed that an evacuation had been completed on May 9, 1979, as a result of a bomb threat. Just prior to departure from the site on June 1, 1979, the inspector reviewed documentation which verified than an evacuation had been accomplished on that dat However, there appeared to be some problem in the accountability of construction workers and the evacuation of security personne Subsequent to the inspection, on June 4, 1979, the inspector contacted a licensee representative, by telephone, to discuss the bomb threat evacuatio The inspector informed the licensee representative that the matter of the evacuation would be considered an open item to be followed during a subsequent inspectio There were no items of noncompliance or deviation Main Control Room Environmental (MCRE) System Operability Test During a previous inspection, the inspector identified the monthly oper-ability test of the MCRE as an unresolved item (50-280, 281/78-28-01).
