-2-IE Circular Followup (Closed) IE Circular 77-14, "Separation of Contaminated Water System from Non-Contaminated Plant System".
This circular addressed a combination of design and valve operation errors allowing water contaminated with tritium to enter the drinking water supply from the Primary Water Tan If further addresses National Standard Plumbing Code requirements concerning interconnections between potable and non-potable water system A review of licensee actions shows that a prompt review was made of plant systems with respect to this circula A resultant design change (77-49), which installed backflow prevention devices, was completed and audited on March 9, 197 Administrative Procedure 54 has been issued to specify respon-sibility for backflow prevention and Periodic Test Procedure 48 addresses testing of these device These procedures were reviewed by the inspector, who had no further question This circular is close (Closed) IE Circular 79-02, "Failure of 120 Volt Vital AC Power Supplies".
This circular addressed undesired automatic action of certain inverter controls caused by improper time delay settings and by excessive variation between rated DC input voltage and DC bus voltage during transient loading condition The licensee has reviewed this circular for the principles involved since the referenced configuration is unlike Surry's. Design Change 79-09 has been initiated to install a high-voltage shutdown unit on each battery charger to prevent damage to the inverters and DC equipment should battery charger fail and produce a high voltag The inspector had no further question This circular is close (Closed) IE Circular 79-04, "Loose Locking Nut on Limitorque Valve Operators". The station engineering staff reviewed this circular, and indicated that the issues would be addressed along with others by June 1 in the response to IE Bulletin 79-01, "Environmental Qualification of Class lE Electrical Equipment".

Seismic Reanalysis of Safety Related Piping The inspector reviewed with plant management and involved engineers/ QC personnel the status of piping drawing approval, hanger review and repairs/
modifications made to the systems and hanger "Hanger" is used here as a generic term for supports, restraints, hangers, et As of the completion of the inspection, 127 piping drawings, called MKSs, have been issued for Unit No. 1. Eleven drawings have been voided as outside the scope of the analysis; 102 have been approved by VEPCO QC as accurately representing installed piping; and 14 require modifications to either the drawing or plant before final approval. It was noted that, as the hanger analysis progresses, some of the currently approved drawings will require some revision, mostly in the hanger note A total of 78 MKSs, have been issued on Unit No. 2, of which about 25% presently contain error These MKSs are being corrected as part of the licensee's seismic reanalysis progra The inspector had no further questions concerning MKS The current level of hanger review involves onsite verification of only those hangers requested by the Stone and Webster analysis group, located in Boston. Site management stated that no programmatic, documented hanger drawing verification program was being pursue This lack of a program was also noted in an earlier inspection report (280/79-28-01).
