As requested by letter from Cline, Chief, Nuclear Materials Safety and Safeguards Branch, Division of Radiation Safety and Safeguards, NRC/RII, subjec as above, dated December 11, 1987, please find attached a response to the Duke Power Company, Notice of Violations, 50-269/87-46-(O1) & (02), 50-270/87-46-(O1) &
(02) and 50-287/87-46-(01)&(02), a "Group 3" visitor was admitted to the Protected

Area without receiving a "hands-on" search and a guard was assigned to Protected Area (PA)
patrol duties and performed three PA patrols, although the guard's PA patrol qualification expired on August 3, 1987 respectivel These violations were licensee identified on October 26, 1987 and August 15, 1987 respectively and investigated by J. Ennis of the NRC/RII on November 16-20, 198 Based on operational and administrative cause the response to these violations was extended and coordinated by telephone conversation on January 5, 1988, between T. Peebles of the NRC/RII Staff and J.W.
