Exit Interview The inspection scope and findings were summarized on June 29, 1979, with those persons indicated in Paragraph I above. With regard to the noncom-pliance item concerning failure to identify two inoperable snubbers, the licensee indicated that corrective measures would be taken to revise inspec-tion procedures and improve technician training to prevent reoccurrence of this situation.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (50-270/78-01) Provide assurance that hydraulic snubbers in Unit I are not similarly affected (as in Unit 2). This item is now considered closed as a result of this inspection.

Inspection of Pipe Support and Restraint Systems June 27, 1979, the inspector accompanied by licensee personnel conducted an inspection of accessible and inaccessible safety-related hydraulic suppressors (snubbers) installed in Unit 1 of the Oconee Nuclear Station. This inspection was conducted as a followup to the licensee's scheduled inspection of snubbers conducted on June 25 and 26,1979.

During this inspection, the inspector along with licensee personnel identi-fied two snubbers with hydraulic fluid reservoirs rotated such that the fluid ports were uncovered. These snubbers were in the reactor coolant system (RCS-50) and numbered 50-0-0481A-H1 and 50-0-0481 A-H4.
Snubber number 50-0-481-H1 also had a loose lock nut on the cylinder extension to rod end which could allow the snubber cylinder and reservoir to rotate.
The two snubbers were removed, functionally tested, and failed to meet the acceptance criteria for operability as required by the licensee's test procedures and were therefore declared inoperable. This finding represents non-compliance to technical specifications which require adequate inspection to verify snubber operability (269/79-15-01).
While conducting their inspection of Unit I snubbers the licensee discovered and documented on the inspection data sheets the following:
1.
Snubber number 1-132B (Main Steam Line) - empty fluid reservoir.
2.
Snubber number -1125B (Main Steam Line) - loose support restraint.
Both snubbers were declared inoperable, resulting in a total of four inoperable snubbers identified during the current Unit 1 inspection.

During the followup inspection, indications of concrete cracking were observed by the NRC inspector where the 1-125A mainsteam line snubber anchor plate is attached to the concrete column. The licensee was requested to conduct an inspection of all similar main steam line suppressor anchor plates.
By telephone conversations between the licensee and Region II subsequent to the Unit 1 inspection, the licensee provided the following information:
1.
Nine additional hydraulic snubber reservoirs in Unit I were found to be incorrectly oriented, but no fluid ports were uncovered.
As with the two snubbers declared inoperable due to uncovered ports, the problem appears to be due to loose locking nuts between the cylinders and rod ends. The licensee agreed that this appears to be a generic problem on all three Oconee units and will provide corrective measures to be described in a report to Region II.
This matter is identified as an open item (269/79-15-02).
2.
All main steam line snubber anchor plates attached to concrete supports for all three Oconee units will be inspected by qualified personnel and the results of the inspection and any necessary corrective action taken will be included in the above report to be submitted to Region II. This matter is identified as an open item (269/79-15-03).
