The inspection scope and findings were summarized on December 1, 1979 with those persons indicated in Paragraph 1 above. The licensee stated a critique of the emergency drill described in Paragraph 5 would be conducted on December 3, 1979. An inspector requested a copy of the critique be forwarded to the NRC Region II office.

During the period of this inspection, three NRC inspectors were on

site to observe the following emergency drill conducted by'the licensee.
~
(1) On December 1, 1979 the licensee initiated a simulated reactor accident where a pipe break in the reactor coolant system occurs in Unit 1.
The scenario continues to escalate where on-site and off-site radiological conditions dictate that station evacuation 19a5

take place along with activation of the Oconee Station's Emergency Coatrol Center, Technical Support' Center, and the Health Physics Center.
Environmental surveillance teams were dispatched to off-site areas to report environmental radiological conditions using simulated data.
Communication links were established with local off-site agencies where the Oconee and Pickens County Sheriff Departments and South Carolina Highway Patrol simulates traffic control in the exclusion area and the loa population zone. The Oconee and Pickens County Civil Defense Agencies simulated evacuation of portions of the low population zone.
The NRC inspectors observed the drill activities in the control room, site assembly and station evacuation area, along with the activities at the Health Physics Center and the Emergency Control Center. These areas were monitored in order to verify that:
(a) The emergency organization responded in accordance with approved procedures.
(b) The response to the emergency was coordinated, orderly and timely.
(c) The results of the drill and evaluation will be documented and reviewed.
The inspectors used the following acceptance criteria for the review c.
and evaluation of the above area:

Within the areas inspected, no items of noncompliance or deviations were identified.
