Exit Interview The inspection scope and findings were summarized on October 24, 1979, with those persons indicated in Paragraph 1 above.

The current lack of QA surveillance for IEB 79-02 and 79-14 inspectors was discussed with the licensee.

As-Built Safety Related Piping Inspection and Concrete Anchor Inspection -

Procedures, Work Activities and Records; Units 1, 2, and 3 In response to IE Bulletins 79-02 and 79-14, the licensee has initiated an inspection and testing program to verify that as-built safety related piping systems are installed as seismically analyzed, and to verify the adequacy of piping supports and restraints.

Oconee station procedure HP/0/A/3019/01 - Pipe Surveillance Procedure for IE Bulletin 79-02 and 79-14, was reviewed for compliance with licensee commitments and IEB 79-02 and 79-14 requirements. Inspections of portions of Unit 1 package 01A and 1665 291

"B" for system 08 were reverified with a B and W team.

Inspection of a portion of Unit 2 system 07A being performed by a Bechtel team was observed.

Some piping and supports were considered by the licensee to be inaccessible for inspection and testing. Records of Unit 3 piping and supports that were considered to be inaccessible were reviewed for compliance with licensee -

commitments and IEB 79-02 and 79-14 requirements.

In response to inspector concerns noted on IE Report No. 50-287/79-22, the licensee had indicated that all Unit 3 safety-related supports and restraints that were found to use threaded rods with presumed concrete expansion anchors had been inspected to verify that they were installed with concrete expansion anchors. Records for hanger 14B-H42A were reviewed to verify compliance with licensee commitments and IEB 79-02 requirements.

IE Report No. 50-287/79-22 also noted that an as-built sketch for hanger WM-14B-2006 did not show all the piping supported by it.

A review of the records for WM-14B-2006 indicate that the as-built sketch has been correc-ted.

Inspections performed on Unit 3 IEB 79-02 work indicate that this is an isolated condition.

On site design engineers are performing evaluations and preparing repair instructions for safety related supports. Work being accomplished for Unit 3 supports 14B-BP-1001, 3-WM-14B-2005 and WF-20B-1001 was reviewed and discussed with the corresponding design engineers to verify compliance with licensee commitments and IEB 79-02 and 79-14 requirements.

The Station Senior QA Engineer was questioned regarding QA involvement in Unit 2 and Unit 1 IEB 79-02 and 79-14 work. He stated that the only present QA involvement had been in repair activities and that QA had not been involved with the piping and support re-inspection for the last four (4) weeks. He further stated that QA would not be available for the re-inspection for approximately six (6) more weeks. The Station Senior QA Engineer was informed that this would be inadequate QA coverage. The Station Senior QA Engineer stated that he would attempt to provide additional (overage to IEB 79-02 and 79-14 re-inspections.

No items of noncompliance or deviations were identified.
