On September 30, 1986 PG8E commenced unloading spent fuel from Unit 1 ints 4

-f the original racks, reinstalled into the Unit 1 pool. In the morning'of. ,. j October 1 a fuel assembly element in the reactor vessel tipped by apprcximately ,' '

2 feet, at the top, into the open space of 3 assemblies which already had been _' ,

unloaded. The licensee stopped further refueling operations. The licensee infonned us that no increase in airborne radioactivity had been measured and ,

no fuel damage was apparent. (AsimilarincidenthadoccurredatBeaverValley).

Region V informed us this morning that the tipped assembly was successfully transferred last night to the spent fuel pool. The operation was performed using special procedures and under strict administrative controls. ,

DAILY HIGHLIGHT - MEETING WITH PACIFIC GAS AND ELECTRIC

^ COMPANY ON SPENT FUEL POOL Diablo Canyon Nuclear Power Plant A meeting will be held tomorrow, Friday, September 19, 1986 with Pacific Gas and Electric Company to discuss in further detail the reinstallation of the original racks into the Unit I spent fuel pool. The meeting will begin at 9:00 a.m. in Room P-422 and will continue on Saturday, if necessary. H. McGurren j (OGC) was advised of the meeting in order to inform the parties of the rerack t issue.
