Dear Mr. Jalon:

This is in partial response to your letter dated July 18, 1985, in which you requested, pursuant to the Freedom of Information Act (FOIA), copies of all records pertaining to a September 1967 investigation by the Atomic Energy Comission of worker exposures to enriched uranium during 1966 and 1967 at Atomics International, a division of North American Rockwell Corporation, in Canega Park, California.

Subsequent to your telephone conversation with Mr. Frank W. Karas of my staff en August 28, 1985, a member of the NRC located some documents, addressed below, which are subject to your request.

Documents une through four listed on the enclosed Appendix A, with portions deleted, are enclosed. We have deleted the names of certain individuals and data on ekposures to radiation because disclosure of this information would constitute a clearly unwarranted invasion of personal privacy. The deleted portions are being withheld from public disclosure pursuant to Exemption (6) of the.F0IA (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Comission's regulations.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been detennined that the information withheld is exempt.from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. John B. Martin, Regional Administrator, Region V.

This denial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Comission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is

an " Appeal from an Initial F0IA Decision."

In response to earlier requests under FOIA-85-120 and FOIA-80-276, and in Decket file 70-25, other documents related to North American Rockwell Corporation have been made available in the NRC Public Document Room (PDR),

1717 H Street, NW, Washington, DC, where they are available for public inspection and copying. We are enclosing a copy of a notice that provides charges and procedures for obtaining copies of-records from the PDR.
