o. ie UNITED STATES GOk.dNMENT Memorandum To W. J. Cooley, Fuel Facilities Inspector DATE: April 15, 1968 Re ion V, ivision of Compliance

/

FROM : J 'R. Met er, Radiation Specialist Region V, Division of Compliance

SUBJECT:

INSPECTOR'S EVALUATION AS PER HM 900-15 L

ATOMICS INTERNATIONAL, DIVISION OF NORTH AMERICAN ROCKWELL CORPORATION CANOGA PARK, CALIFORNIA LICENSE NO. SNM-21, DOCKET NO. 70-25 CO:V:JRM In my opinion,.there are no health and safety problems asso-cisted with the licensed activities. The licensee appears to have a strong health physics group. Of particular interest is a new policy of assigning a Radiation Engineer to each new facility, whose responsibility is to provide engineering services that will ensure health and safety in the particular facility of interest. In my opinion, the recordkeeping system appears to be excellent and up to date.

This inspection included a tour of the Santa Susana plutonium facility, with particular emphasis on potential health and safety problems that might arise during_the plutonium wet chemistry operations that are to take place using part of the facility while fabrication in the remaining part of the facility continues. I believe that a reinspection of this facility at Santa Susana should be accomplished prior to startup of the analytical wet chemistry operation for several reasons described in the notes, the most important of which appears to be lack of experience of personnel who will oper-ate the facility.

No items of noncompliance were noted during this inspection, which was limited to topics described in the notes.
