V0G1LE ELEClRIC GENERAllNG PLANT EMERGENCY RESPONSE DATA SYSTEM JELLElilA1101L11M This letter provides the implementation plan for the Emergency Response Data System (ERDS) program as described in NUREG-1394 Revision 1 and the August 13, 1991 publication of the final Rule in the federal Register.

This system will provide a direct, near-real-time electronic data link between the Vogtle Electric Generating Plant onsite computer system and the NRC Operations Center. This electronic link will arovide for the transmission of a limited set of selected parameters which will se used to supplement the existing Emergency Notification System (ENS).

The Vogtle Electric Generating Plant will comply with the initiai require;nent for quarterly testing of EROS as stated in the federal Register ERDS final Rule publication Appendix E to Part 50,Section VI.1, realiaing this requirement can be relaxed after 1 year of successful testing. Furthermore, existing Emergency Plan procedures will be modified to include requirements that ERDS be activated within I hour after the declaration of an ALERT or higher emergency classification level. Additional NRC requirements will be met by revising specific plant procedures to ensure that the NRC is made aware of proposed ERDS hardware and software changes affecting transmission format and communication protocol at least 30 days prior to the modification. Also, any changes which affect the transmitted data points identified in the EROS Data Point Library (DPL) will be provided to the NRC within 30 days after the modifications are completed.

All NRC-required plant parameters will be transmitted from the existing Emergency Response facility (ERf) computers to onsite personal computer (PC)-based workstations (one PC per unit). These workstations will be located in the Technical Support Center computer room and will be capable of providing data to the NRC Operations Center via separate telephone lines.

Page 2 The schedule for implementation of ,he ERDS program is shown in detail on J figure 1. In order to accommodate NRC scheduling concerns, most milestone activities are graphically displayed as ranges. This will allow for flexibility during anticipated interaction with NRC staff members throughout the course of this effort. Technical contacts for specific applications aie listed in attachment 1. Final completion of ERDS for VEGP is expected no later than September 11, 1992.
