The original NRC position stated in Generic Letter 83-28, Item 2.2, Part 2,.

regarding vendor interface programs reads as follows: q "For vendor interface, licensees and applicants shall establish, implement j and maintain a continuing program to ensure that vendor information for-  !

safety-related components is complete, current and controlled throughout l the life of their plants, and is appropriately referenced or incorporated in plant instructions and procedures. Venders of safety-related equipment should be contacted and an-interface established. Where vendors cannot be identified, have gone out of business, or will not supply information, the-licensee or applicant shall assure that sufficient attention is paid to-

. equipment maintenance, replacement, and repair, to compensate for the lack of vendor backup, to assure reliability commensurate with its safety function (GDC-1). The program shall be closely coupled with action 2.2.1 ,

(equipment classification). The program shall -include periodic l

communication with vendors to assure that all applicable information has a been received. The program should.use a system of positive feedback with vendors for mailings. containing technical information. This could be .

l accomplished by licensee acknowledgment for receipt of technical mailings'. i It shall also define the interface and division of responsibilities among j

the licensee and the nuclear and non-nuclear divisions of their vendors that provide service on safety-related equipment to assure that requisite control of and- applicable instructions for maintenance work on j

safety-related equipment are provided." J l- 1 On March 20, 1990, the NRC issued GL 90-03 to provide a revised staff position.

Program with NSSS Vendor Prior to the receipt of GL 90-03, GPC developed a vendor equipment technical information program (VETIP) with Westinghouse Electric Corporation, the NSSS supplier for Vogtle Electric Generating Plant (VEGP),

consistent with the Nuclear Utility Task Action Committee (NUTAC) report.

The VEGP program was described in letter GN-613 dated May 20, 1985 and letter SL-3938 dated January.5, 1988. The VEGP VETIP program consists of the following activities and information systems that address  !

safety-related components within the NSSS scope of supply.

A. The Institute of Nuclear Power Operations (INPO) Significant Event Evaluation and Information Network (SEE-IN) program which encompasses the Nuclear Plant Reliability Data System (NPRDS) and the Nuclear Network.

B.-Routine utility and vendor interchange.

i C. Utility and regulatory interchange.

GPC also established programs and procedures to ensure the dispositioning of technical information transmitted by Westinghouse to GPC. This includes receipt acknowledgement of Westinghouse Technical Bulletins. Georgia. Power Company takes exception to the requirement in Generic Letter 90-03 to include updates to instruction and maintenance manuals, revised test-procedures, and updated replacement parts.information. This is a L considerable expansion in scope from the original requirements of. Generic  ;

Letter 83-28. The information issued in the Westinghouse Technical '

l _ Bulletins and potential issue notifications are utilized to make changes to

' maintenance manuals, test procedures, or parts listings necessary for proper operation, maintenance or repair.of. basic components.

II. Periodic Contact with Vendors of Other Key Safety-Related Components GPC is currently a member of the TDI (or Cooper). diesel generator owners group. GPC is developing a contact program for vendors -of other key L safety-related components outside the NSSS scope of supply such as l- batteries, battery chargers, inverters, pumps,-switchgear and valve l

operators, excluding manual. valve operators. The rationale for component selection will be documented and. retained in plant records.

" VENDOR INTERFACE FOR SAFETY-RELATED COMPONENTS" The program will include provisions for contacting the vendors of the key safety related components on an annual basis to. ensure that any pertinent information issued by the vendor in the preceding year has been received by.

GPC. Appropriate procedures will be revised to include provisions and guidance for periodic contact with vendors of safety-related components outside the NSSS scope of supply. GPC will have the program documented and t, functional by January 1,1991. All vendors will be contacted by June 1, 1991 and on a annual calendar year basis thereafter.
