' Docket No. 50-293 License No. DPR-35 Severe Accident Manaoement The purpose of this letter is to inform you that Pilgrim Station intends to implement the formal industry position on severe accident management approved by the Nuclear Energy Institute's Nuclear Strategic Issues Advisory Committee on November 4,1994. That formal position, previously communicated in a letter dated November 21, 1994, from NEl to the Director, Office of Nuclear Regulation states that:

Assess cunent capabilities to respond to severe accident conditions using .

Section 5 of NEI 91-04, Revision 1, " Severe Accident issue Closure l Guidelines."

Implement appropn' ate improvements identified in the assessment, within the constraints of existing personnel and hardware, on a schedule to be determined by each licensee and communicated to the NRC, but in any <

event no later than December 31,1988.

Based on previous interactions between NEl and the NRC, we understand the NRC agrees with the need for licensee flexibility in their methods of assessing and establishing severe accident management guidance. Utilizing the associated implementing guidance (contained in NEl Report 91-04, Revision 1), our target date for completion of the assessment of severe accident management capabilities and implementation of any identified enhancements is December 31,1997.

I This schedule is based in part on projected completion dates for BWROG and INPO activities in

- support of this industry effort. Delays in either effort could jeopardize our final target completion date.

Accordingly, we will provide status updates via our semi-annual Long Term Program submittals.
