s While in a cold shutdown condition, during the conduct of scheduled Snubber Inspection in accordance with the requirements of Technical Specification Appendix A, Paragraph 4.6.I.1, a number of deficiencies w'ere noted as indicated below:

1) A total of fourteen (14) snubbers rcquired some work.
2) As a result of visual inspection six (6) snubbers were determined to be potentially inoperable and were removed for test. Of these six (6) snubbers, two (2) failed the operability test and were declared inoperable as a result of the visual examination.

Since the plant was in a cold shutdown condition and only two (2) snubbers were found inoperable, the event did not represent a significant hazard to the public health and safety.

As a result of this inspection the next 21spection is due in six months

(+ 255.).

NOTE: LER 77-046/03L-0 and 78-103/03L-0 are related events.
