In summary, on several occasions between July 2004 and July 2007, an Emergency Diesel Generator (EDG) Fuel Oil Storage Tank (FOST) may not have had sufficient inventory to ensure seven (7) days of continuous EDG operation under full load conditions, resulting in being outside the Technical Specification (TS) Requirements. The apparent cause of the condition was failure to include all appropriate conservatisms when establishing the TS requirement. Corrective actions included increasing the FOST minimum available inventory requirement and submitting a TS Amendment.

When discovered in July 2007, the FOST(s) inventories were between the calculated 7 day and 6 day requirements and were restored to greater than the 7 day requirement within the TS allowable time. During the three (3) years preceding the discovery, (July 2004 to July 2007), the combined inventories of Fuel Oil Storage Tanks and their associated Fuel Oil Day Tanks were sufficient to ensure seven (7) days of continuous EDG operation. Therefore, the EDG systems were available to perform their required safety function and there was no reduction in the margin of safety as a result of this condition.
