SURRY POWER S'IATION, UNIT No. 1 LOCKET NO: 50-280 REPORT NO: 82-070/03L-0 EVENT DATE: 06-04-82 TITLE OF Tile EVENT: Containment Spray Pump Failed to Start

1. DESCRIPTION OF EVENT:

On June 4,1982 with the unit at 100% the reactor operator was performing PT-17.1 (Containment Spray System) when containment spray pump,1-CS-P-1A, failed to start. Control Room indication showed the motor tripped on a current overload. Subsequent attempts to start the pump produced the same results.

The pump was declared inoperabic. This event is contrary to Technical Specification 3.4. A.1 and is reportable per Technical Specification 6.6.2.b.(2) .

2. PROBABLE CONSEQUENCES OF OCCURRENCE:

The redundant containment spray pump was verified to be operabic, therefore the health and safety of the public were not affected.

3. CAUSE OF Tile EVENT:

The event was caused by the pump motor breaker. The setpoints of the instan-taneous and long time overload relays were found to be set at values less than specified. On attempted pump starts, the overload relays were tripping the breaker and stopping the motor.

4. IMMEDIATE CORRECTIVE ACTIONS:

The normal valve line-up was re-established for the inoperabic containment spray pump and the redundant pump, 1-CS-P-1B, was verified operabic.

5. SUBSEQUENT CORRECTIVE ACTION 3:

The inoperable pump was manually rotated to determine if it was physically seized and the motor was bridged and meggered to determine if electrical f aults existed. Finding no prob 1 cms, the breaker was suspected to be malfunctioning.

The breaker was replaced with a tested spare and the pump was verified operable.

The suspect breaker was tested and found to be functional but the overload relays were set below the specified values. The imprcper settings caused the breaker to trip at less than motor starting current.

6. ACTIONS TAKEN TO PREVENT RECURRENCE:

None are scheduled.

7. GENERIC IMPLICATIONS:

None.
