PHYSICAL SECURITY PLAN CHANGES l

Dear Mr. Levine:

l l This letter acknowledges receipt of your letter dated October 30,1996, which transmitted Amendment 41 to the physical security plan, for the Palo Verde Nuclear Generating l l Station, submitted under the provisions of 10 CFR 50.54(p). l l

l On August 29,1996, we reviewed Revision 40 to your physical security plan and  ;

l identified the following: eleven changes that did not meet the criteria of 10 CFR 50.54(p) j in that they decreased the effectiveness of you security plan; two changes that did not i l follow the acceptance criteria in NUREG-0908; and 37 changes which required -

l clarification. Your above letter indicated that changes in Amendment 41 resolve the l 11 " decreases" and the 2 changes that did not follow the acceptance criteria in NUREG- l' 0908. Your letter also indicated that the remaining 37 " clarifications" will be addressed in your upcoming Amendment 43 to your physical security plan.  :

Based on your determination that the changes do not decrease the overall effectiveness of ,

your security plan and after limited review of the changes, no NRC approval is required for  !

some of the changes, in accordance with 50.54(p). Implementation of these changes will be subject to inspection to confirm that the changes have not decreased the overall effectiveness of your security plan.

l Our review of Amendment 41 identified that your access control search requirements for personnel in paragraph 5.3.1 were somewhat different than the requirements specified in revised paragraph 5.3.2. This observation was discussed between Messrs. C. Seaman, D.

Crozier and L. Levitt of your staff and D. Schaefer of this office on December 3,1996. {

During this telephone conversation, it was agreed that this minor item would be corrected in a future change to your physical security plan.
