Dear Mr. Ebneter:

l This is to provide comments on the SALP report for the Vogtle Electric Generating Plant (VEGP) which was transmitted with your letter ofMarch 4,1996, and to provide additional information to Elow-up on our discussions during the meeting held at the VEGP site on March 14,1996.

l The following comments pertain to the first paragraph on page 5 in the area of Plant Support.

Georgia Power Company does not agree that " unlocked vital area doors" was a recurring problem at VEGP during this SALP period. We have significantly reduced the number of vital area door problems caused by personnel error during recent years, as shown in attachment 1. We did have an acute problem with vital area doors in late July and early August of 1995. This problem was related to hardware failures that we believe were caused by lightning strike (s) at the site. Attachment 2 shows total vital area door problems (personnel and hardware related) reported by month during 1995. We have focused much effort in reducing vital area door problems at VEGP, including improving personnel performance and upgrading door hardware.

In addition, the security computer upgrades that were implemented in November,1994, have resulted in an increase in overall system reliability. Since that upgrade there has been a significant decline in computer related failures in 1995 as compared to 1993 and 1994. The new computer system was not the cause of the door problems that occurred l during July and August of1995.

As a follow-up to our discussion about VEGP's performance in the area of collective l radiation exposure, we offer the following information: l l

In 1995, VEGP had approximately 100 manrem/ unit of collective radiation exposure. j This placed us in the INPO upper quartile, and we were number 13 out of 44 pressurized water reactor (PWR) stations nationwide. The three-year average for VEGP st the end of 1995 was approximately 131 manrem/ unit, placing VEGP in the second quartile of these  :

44 PWR stations. (The three-year average median was 161 manrem/ unit at the end of i 1995). Our goal is to achieve a three-year average of 110 manrem/ unit or less by the year 2000.
