Dear Mr. Reyes:

Carolina Power & Light Company (CP&L) has scheduled an emergency preparedness exercise for'he Harris Nuclear Plant (HNP) for October 7, 1997. This exercise is intended to fulfill the exercise requirements of 10 CFR50, Appendix E. The exercise scope and objectives are being submitted as requested by the October 11, 1984 letter from R. C. Lewis (NRC) to Mr. E. E. Utley (CP&L) and modified by the July 22, 1994 letter from W. E. Cline (NRC) to W. R. Robinson (CP&L).

The scope of the'exercise will consist of a simulated accident at HNP which could escalate to a General Emergency classification and will involve planned response to include: emergency classification, notification of off-site organizations and plant personnel, actions to correct the emergency conditions, and initiation of accident assessment and protective actions as necessary to cope with the accident. The exercise, will simulate an emergency which results in off-site radiological release. The exercise will include participation of the State of North Carolina and the counties of Chatham, Harnett, Lee and Wake within the Exposure Pathway Zone (EPZ) to implement their emergency response plans in support, of the HNP. The objectives to be fulfilled during the exercise are provided in the enclosure to this letter.

The exercise will support the State of North Carolina in demonstration of Ingestion Pathway FEMA objectives.

Provisions for support of, and participation with, an NRC site response team'will be included. This support will include transmission of Emergency Response Data System (ERDS) information from HNP's training simulator.
