Dear Senator Lieberman:
As Director of the Connecticut Coalition Against Millstone, I request your prompt assistance with regard to Dominion Nuclear Connecticut, Inc.'s reporting of its planned releases of radioactivity to the air as required by Connecticut General Statutes Section 22a-135(c).
Dominion's website projects a major release of nearly 30 Curies of radiation during the October 2009 Millstone Unit 2 refueling outage. It also projects estimates for releases on July 8, 2009 and July 26, 2009. We have requested assistance from both Dominion and the U.S.
Nuclear Regulatory Commission to ascertain whether the July 8 and July 26 releases have occurred and if so to identify the quantity and radionuclide-specific identiy of the ACTUAL releases. The NRC Office of Public Affairs has refused to be of assistance. Please see the following email. Similarly, Dominion has ignored our multiple requests for assistance.

It would be included in an annual report due to the NRC no later than May of each year. To obtain this information, you wili need to contact Dominion. The company published the schedule to comply with Connecticut state law, not NRC requirements.
Nuclear power plants emit minute quantities of radioactive gases and liquids to the environment under controlled and monitored conditions during normal plant operations. The NRC requires licensees to monitor the discharges and analyze nearby environmental samples to ensure that the impacts of plant operations are minimized. The NRC requires companies to report plant discharges annually to ensure that potential impacts are detected and reviewed. In these annual reports, licensees identify the amount of liquid and airborne radioactive effluents discharged from plants and the associated doses.
These reports must be submitted to NRC no later than May of each year.
