Dear Senator Lieberman:

As Director of the Connecticut Coalition Against Millstone, I request your prompt assistance with regard to Dominion Nuclear Connecticut, Inc.'s reporting of its planned releases of radioactivity to the air as required by Connecticut General Statutes Section 22a-135(c).

Dominion's website projects a major release of nearly 30 Curies of radiation during the October 2009 Millstone Unit 2 refueling outage. It also projects estimates for releases on July 8, 2009 and July 26, 2009. We have requested assistance from both Dominion and the U.S.

Nuclear Regulatory Commission to ascertain whether the July 8 and July 26 releases have occurred and if so to identify the quantity and radionuclide-specific identiy of the ACTUAL releases. The NRC Office of Public Affairs has refused to be of assistance. Please see the following email. Similarly, Dominion has ignored our multiple requests for assistance.

Thank you for your prompt attention to this matter of high public interest.

Sincerely, Nancy Burton MillstoneAirReleasesDianeScrenciEmail72809 Nancy, The information you requested is not required to be provided to the NRC at this time. It would be included in an annual report due to the NRC no later than May of each year. To obtain this information, you wili need to contact Dominion. The company published the schedule to comply with Connecticut state law, not NRC requirements.

Nuclear power plants emit minute quantities of radioactive gases and liquids to the environment under controlled and monitored conditions during normal plant operations. The NRC requires licensees to monitor the discharges and analyze nearby environmental samples to ensure that the impacts of plant operations are minimized. These measures ensure that the permitted discharges result in http ://liebermaniact/CaseViews/CaseSnap.asp?WORKID=503 303 5&PROJECT=N 8/14/2009

, Case Snapshot Report Page 2 of 2 very small doses to members of the public living around nuclear power plants.

The NRC requires companies to report plant discharges annually to ensure that potential impacts are detected and reviewed. In these annual reports, licensees identify the amount of liquid and airborne radioactive effluents discharged from plants and the associated doses.

These reports must be submitted to NRC no later than May of each year.

Millstone 2 Containment Vents

Dear Neil & Diane:

-Please check and confirm whether Dominion carried out its scheduled batch release of radionuclides from the Unit 2 Waste Gas Decay.

Tanks today (July 26, 2009), as projected on itswebsite pursuant to newly enacted Connecticut General Statutes Section 22-135(c). Here 1is the link:

http://www.dom.com/about/stations/nuclear/millsttone/atmospheric-radiation-releases'jsp Please also identify for us the radioisotopes released and the Curie count for each (estimated total of 1 Ci).

(iPJease also check and confirm for us if Dominion is on schedule to release 10 Curies of radioisotopes to the atmosphere as Unit 2 containment purges in October 2009, as projected on the link:

Finally, please update us on the ctatus of Unit 2 and tell us whether the current unplanned shutdown has affected the schedule for Unit 2 airborne batch releases of radioactivity and whether it has resulted in unplanned releases of radioactivity to the atmosphere.

Thank you for your prompt assistance.

Sincerely, Nancy Burton Director Connecticut Coalition Against Millstone 147 Cross Highway Redding Ridge CT 06876 Tel.. 203-938-3952 Journal Entries:
