Dear Senator Lieberman:

I would like to personally invite you and other members of your organization to attend a meeting between the Nuclear Regulatory Commission (NRC) and Dominion Nuclear Connecticut, Inc.

(DNC) in which the NRC staff will discuss with Dominion our annual assessment of the safety performance of Millstone Power Station Unit 2 and Unit 3. The meeting will be held at 3:00 p.m.

on March 29, 2005, at the Lelan F. Sillin Training Facility, Rope Ferry Road, Waterford, CT 06385. At the meeting, we will briefly discuss our Reactor Oversight Process and then discuss with DNC our assessment of their safety performance of Millstone Power Station and their response to our assessment.

You are also invited to attend a meeting between the NRC and the Connecticut Nuclear Energy Advisory Council (NEAC) in which the NRC staff will discuss our annual assessment of Millstone performance with NEAC members. The meeting will be held at 6:00 p.m. on March 29, 2005, at the Waterford Town Hall, 15 Rope Ferry Road, Waterford, CT 06385.

Both meetings are open to the public for observation. Following the meetings, the NRC staff will be available to answer questions from you and members of the public regarding the safety performance of Millstone and the role of the NRC in ensuring safe plant operations. Please feel free to contact me in advance if there are any particular topics of interest that you would like to discuss at either meeting.

The NRC recently completed its annual assessment of the safety performance of the Millstone Power Station in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and inspection findings from January 1, 2004 through December 31, 2004. We described our assessment results in a letter to DNC on March 2, 2005. A copy of this letter is enclosed. The assessment letter, the NRCs meeting notice with meeting agenda for Millstone and the NRC's meeting notice with agenda for NEAC can be found in the NRCs online document system (ADAMS) by accession numbers ML050610512, ML050680229 and ML050730371.
