Dear Mr. Wollacott:

I would like to personally invite you and other members of your organization to attend a meeting between the Nuclear Regulatory Commission (NRC), Dominion Nuclear Connecticut, Inc. (DNC), and the Nuclear Energy Advisory Council (NEAC) in which the NRC staff will discuss with Dominion our annual assessment of the safety performance of Millstone Power Station Unit 2 and Unit 3.

The meeting will be held at 4:00 p.m. on Thursday, March 25, 2004, at the Waterford Town Hall, 15 Rope Ferry Road in Waterford, Connecticut. At the meeting we will briefly discuss our Reactor Oversight Process and then discuss with DNC our assessment of their safety performance of Millstone and their response to our assessment. The meeting is open to the public for observation. Following the presentation, the NRC staff will be available to answer questions from you and members of the public regarding the safety performance of Millstone and the role of the NRC in ensuring safe plant operations.

The NRC recently completed its annual assessment of the safety performance of the Millstone Power Station in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and inspection findings from January 1, 2003 through December 31, 2003.

We described our assessment results in a letter to DNC on March 2, 2004. A copy of that letter is enclosed. The NRCs meeting notice, meeting agenda, and assessment letter can be found in the ADAMS meeting package (Accession Number ML040640854). I would like to personally invite you and other members of your organization to attend a meeting between the Nuclear Regulatory Commission (NRC), Dominion Nuclear Connecticut, Inc. (DNC), and the Nuclear Energy Advisory Council (NEAC) in which the NRC staff will discuss with Dominion our annual assessment of the safety performance of Millstone Power Station Unit 2 and Unit 3.

The meeting will be held at 4:00 p.m. on Thursday, March 25, 2004, at the Waterford Town Hall, 15 Rope Ferry Road in Waterford, Connecticut. At the meeting we will briefly discuss our Reactor Oversight Process and then discuss with DNC our assessment of their safety performance of Millstone and their response to our assessment. The meeting is open to the public for observation. Following the presentation, the NRC staff will be available to answer questions from you and members of the public regarding the safety performance of Millstone and the role of the NRC in ensuring safe plant operations.

The NRC recently completed its annual assessment of the safety performance of the Millstone Power Station in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and inspection findings from January 1, 2003 through December 31, 2003.

We described our assessment results in a letter to DNC on March 2, 2004. A copy of that letter is enclosed. The NRCs meeting notice, meeting agenda, and assessment letter can be found in the ADAMS meeting package (Accession Number ML040640854).
