I EXECUTIVE SUMMARY Ouad Cities Nuclear Power Plant, Units 1 and 2 NRC Inspection Reports 50-254/97004; 50-265/97004

This inspection included a review of plant support activities related to the physical

,

protection of your facility. The report covered routine review of management support activities, review of some security plan and procedures requirements, verification of the reliabiiny of security equipment and employed compensatory measures, and ,

follow-up on previous inspection findings. The inspection was conducted between February 10 and March 26,199 * Security performance was n,atisfactory. Security force members demonstrated an adequate working knowledge of security requirements. Management support for security requirements regarding staffing, training activities, and maintenance of security equipment was good. Security management's actions .

  • The inspector identified a violation when a vehicle was inadequately searche It appears this was caused by the officer's failure to follow procedure guidance and a weakness in a training activity. The significance of the finding was

raised when it was determined that other officers would have committed the

  • The inspector identified an unresolved item pertaining to the adequacy of a vital area barrier. (Section S4.2)

  • A violation was identified by the licensee when three licensee personnel failed i to follow fitness-for-duty procedures involving consumption of alcohol during I the pre-duty abstinence period. The event was caused by a failure to follow the appropriate procedure. The significance was reduced when a licensee supervisor recognized his error and implemented corrective action in a timely manner. (Section S4.3)

  • Another violation was identified by security force supervisors when they discovered an individual who was inattentive to duty. The event was caused by inappropriate individual performance. The significance of the event was reduced by its short duration and by the availability of another officer to act in the place of the inattentive officer. (Section S4.4)
