NRC QUAD CITIES SECURITY INSPECTION REPORTS 50-254/97004
Dear Mr. Kraft:
)
On March 26,1997, the NRC completed an inspection at your Quad Cities Nuclear
Reactor Station. The enclosed report presents the results of that inspection.
During this inspection, we found that those security activities which were observed or
reviewed were conducted in a responsible and reasonable manner. Security activities
were conducted as required and equipment functioned as designed. Security program
performance was satisfactory. We identified one violation of your security program.
The violation involved an inadequate vehicle search, which appeared to be caused by
a weakness in procedure adherence and a weakness in training activities.
This violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in detail in the onclosed report.
Please note that you are required to respond to this letter and should fo!!ow the
instructions specified in the enclosed Notice when preparing your response. The NRC
will use your response, in part, to determine whether further enforcement action is
necessary to ensure compliance with regulatory requirements.
Also, two licensee-identified violations were identified. One involved a security
officer's inattentiveness to duty. The other involved a failure by licensee personnel to
implement fitness-for-duty procedures in a timely manner. Both non-cited violations
showed a weakness in individual performance. Details are described in the enclosed
report.

In addition, an unresolved item was identified. The unresolved issue involved the
adequacy of security barriers installed in ventilation ducts that penetrate a vital area

and the bullet-resistance of those ventilation barriers.
