..... v February 13, 1981 This is to acknowledge receipt of your concerns regarding construction at the Midland construction site, which was received on January 26, 1981. We plan to review your concerns during forthcoming inspections, and will provide you with copies of the pertinent reports when available.

A review of the NRC Region III files for the general time frame of your employment at the Midland site revealed the following information:

1. Coatings: Containment liner plate coatings were reviewed as indicated in NRC inspection report 50-329/74-08 and 50-329/74-10.

l 2. Liner plate configuration: There are several references to liner plate welding and erection inspections, but no specific reference to plate symmetry inspections. As of December 1974, liners for Unit I were approximately 25% complete, and liners for Unit II were approximately 55% complete.

3. Cadwelds: Deficiencies in cadweld performance and inspections were noted in late 1973, just prior to your employment at Midland. As a result of these findings, cadweld production was suspended, cadwelds in-place examined, the training program for cadwelders augmented, and inspection criteria improved. Report 1

50-329/73-10 details the deficiencies found, and reports 50-329/74-01, 50-329/74-02, 50-329/74-03, 50-329/74-04, and 50-329/74-07 detail corrective actions and inspections made.
