By application dated October 31, 2013, to the U.S. Nuclear Regulatory Commission (NRC) (Agencywide Documents Access and Management System Accession No. ML 13316A009),

Energy Northwest submitted a license amendment request to revise Columbia Generating Station Technical Specification Surveillance Requirements 3.5.1.4 and 3.5.2.5 for the low pressure core spray and residual heat removal/low pressure coolant injection pump flows. The NRC staff has reviewed the information provided in your application and determined that additional information is required in order to complete its review. The enclosed questions were provided to L. Williams of your staff on April 18, 2014. Please provide a response to the questions within 30 days of the date of this letter. Energy Northwest submitted a license amendment request to revise Columbia Generating Station Technical Specification (TS) Surveillance Requirements (SRs) 3.5.1.4 and 3.5.2.5 for the low pressure core spray (LPCS) and residual heat removal/low pressure coolant injection (RHR/LPCI) pump flows. The proposed amendment would modify SRs 3.5.1.4 and 5.2.5 to decrease flow rates at the same specified differential pressure between the reactor pressure vessel and suppression pool (129 pounds per square inch differential (psid) for LPCS and 26 psid for RHR/LPCI).

LPCS will have its flow rate decreased from 6,350 gallons per minute (gpm) to 6,200 gpm and the RHR/LPCI flow rate will be decreased from 7,450 gpm to 7,200 gpm. Based on its review, the NRC staff requests the following additional information to complete its safety evaluation of the application.

Containment Response and ECCS [Emergency Core Cooling System]/Non-LOCA Evaluations,"

September 2013 (ADAMS Accession No. ML 13316A010),

Section 4.1.7, Refueling Operations and Spent Fuel Pool Cooling Assessment, states that refueling operations and spent fuel pool cooling may be affected if there is a reduction in the RHR heat exchanger heat removal capacity as a result of RHR/LPCI and LPCS flow rate reduction.

NED0-33813, Revision 2 also indicates that these evaluations were not included with the report, and that the assessments would be made by Energy Northwest outside of this report. Please provide the assessments for refueling operations and spent fuel pool cooling to determine acceptability.
