SUMMARY OF PUBLIC MEETING HELD ON MAY 9, 2014, WITH OMAHA PUBLIC POWER DISTRICT AND NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS FLOODING HAZARD REEVALUATION EXTENSION REQUESTS FOR FORT CALHOUN STATION, UNIT 1, AND COOPER NUCLEAR STATION (TAC NOS. MF3633 AND MF3632) On May 9, 2014, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Omaha Public Power District (OPPD) and Nebraska Public Power District (NPPD) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss flooding hazard reevaluation (FHR) extension requests submitted by OPPD and NPPD for Fort Calhoun Station, Unit 1 (FCS) and Cooper Nuclear Station (CNS) on February 26, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML 14058A225 and ML 14064A264, respectively). A list of attendees is provided in the Enclosure. The meeting notice and agenda is available at ADAMS Accession No. ML 14126A601. The licensees' presentation slides are available at ADAMS Accession No. ML 14129A149. Prior to the meeting, the NRC sent OPPD and NPPD a list of six questions associated with their February 26, 2014, FHR extension requests. These questions and OPPD's and NPPD's answers to the questions can be found in the licensees' slide presentation. The following actions resulted from the meeting:

  • NRC took the following actions from the meeting: Determine if page 3-5 of JLD-ISG-2013-01, "Guidance for Assessment of Flooding Hazards Due to Dam Failure," dated July 29, 2013 (ADAMS Accession No. ML 13151A153), needs to be clarified regarding guidance for "potentially critical" and "noncritical" dams. Schedule another public meeting to discuss the issue. The NRC indicated that, if such a meeting were to be held, it would occur in the near term because an extensive delay in additional discussions could affect the timing of the extension request.
  • OPPD and NPPD took the following actions: Provide more detail in schedule subtasks found in the February 26, 2014, submittals to provide clarity on the basis for the 1 0-month extension request. Determine whether or not the response to question 2 found in the slide presentation needs to be revised. Provide a better tie between slides 10 and 11 in the slide presentation as part of the next public meeting. Docket Nos. 50-285 and 50-298
