Inotewi.thmuchapprehension,thattheNRChasrecommendedlicensingoftheenvironmentalimpactsaraantic-satedfromnormaloperationalreleasesofradioactivematerials."Ifindthisstatementtobebotharrogantandmisleadingtothepublic.First,pleasedefineformewhat"significant"means.Anylowlevelradiationreleasesaresignificantashasbeenadmittedandproven,evenbytheoldAECandthebbRC'sownstudies.Thereisnosafelevelofradiationexposure.Howcanyousaythenthatreleasesareof"nosignificance?"Secondly,you"anticipate"noenvironmentalimpacts.MayIremindyouthatThreeMileIslandwasnot"anticipated"orplannedforeither.Wheremanisin-volved,therevillneverbeasafenuclearpowerplant.Thenuclearwayisanunforgivingvay.Oncetheunanticipatedhappens,itstayswithusforgenerations.Thirdly,itistimetotellthepublicthetruthregardingthe"normaloperationalreleases"fromnuclearplants.Howmuch"normal"radiationvillbeorisprojectedtobereleasedbytheBerwickplant,howmuch"normal"radiationiscurrentlybeingreleasedbytheooeratingplantsinthiscountry,andwhosetsthese,andhowarethese"normal"releaseceilinglevelsset?Thecurrentstandardswereinitiallysetinordertojustifyatomicbombtesting.Thosestandardswerekeptinordertojustifynuclearpowerplantsbecausethenuclearindustryandourgovernmentrecognizesthatnoplantoperateswithout"normal"releasesofradiation.RecognizingthattheAZC,KC,andothersc'ent'ficstudieshaveproventhatthereisnosafelevelofradiationezposure,negatesthe"normal"releasestandardscurrentlyused.Normalmaybenormalforanuclearplant,butnotforacleanenvironmentandcertainlynot"orthehealthandsafetyofthepublic.
