hnvironmental Analysis Office of Nuclear Reactor Regulation United States Nuclear Regulatory Commission Bear 1~A. Muller:

The purpose of this letter is to express my comments on the Braft 1nvironmental, Statement related, to the operation of the~ Susquehanna Steam Electric Station, Units X and. 2, Bocket Numbers 50-387 Bc 50-388.

X) Xn refering to fi'pur'e 2.'I,the,map that is presented is of very poor quality and standards. 'her'e"is'o north orientation nor is there any distance scale presented,. The map is bluried., and

'~orst of all, the plan% site is,not ,shown. Xf 'you were to assume aha% north is 'pointing to,the top of the map, then the two counties that= shovtn are backwax'Gs. Colombia County is east of Xuierne County," and. it is,not the o%her vray as they, are incorrectly shown. Final,1y, after making these corrections, X recommend, Chat a much, larger'"base area 'be used. so as to locate other ar6as of the state'in re'lotion to tho plant site.

2 ) Xn refering t'o sanction,2.2.4'.2,'; 'the amount of data presented.

on the capabiliti.es of the nearby'ospital.s handling emergency situations that can'occur with a nuclear facility is inadequate.

There should, be much mo'e data,'prepented. on the qualifications of the hospitals in', handling and. treating gad.iological accidents and, cases,

5) Zn reX'ering again to section'.2.4.2, the amount of data concern-ing police and, fire protection is also inadequate. Xf an emer-gency situation shouM arise, such as a fire at the plant, are the local volunteer fire companies ad,equately trained to fight a fire at such a facility? Are the local volunteers trained.

to cope with an emergency that may envolve radiological precau-"

tions'? Bo >hey have the necessary equipment? These questions should. be considered for the final statement.

4) Xn refering to section 2.2.6.X, the 1and,-use categories for Tuserne County for d.eveloped land. oorrectly add. to XOO~S, but the land.-use categories for developed. land. in Colombia County do not tota1 XOOq~. This error should. be checked, and corrected..

5) Xn refering to section, $ .2.I, if the applicant is considering

'building an additional reservoir', then this should be include'd in the cost/benefit ratio. Also, ig the plant must be shut dovrn during periods of lovr f1ovr, then, this should. be included, in, the cost/benefit ratio.

63 Xn referix~p to shcti'q~ 4.4;.'1~2, therq is an area that does need attention. Xn'ara'praph six the applicant'tates that 880 grams of salt per hectare per month vrill be deposited.

'ihe staff believes that, this, vrill not cause an impact on'ocal biota and. soils because of,t4e '-res'ults of recent studies from the Chalk i'oint'okiqr'plant, ip. ~Iaig>3.and,. X disagree ith this-a sumption, Bcc'ause tha,l.t,"has no. adverse xesults in ilaryland does not meaq,'hat it vries],,have no adverse effects in'Pennsylvania.

The fact tha4 Liarylmn6 ia close -to the coast could 'mean that flora there has actaptAL to'the salt that naturally drifts 'he iv from oceanic freezes..X; am.sure that the species of flora along the coqst,.'ere. much @6je"Col'crank of brackish conditions than'those speci.es that arc found. near and around Hervrick, Perlnsylvania~ j a46$ bel" eve,.th'R'ts) the soils along the coast are n'aturally brackish,"','herefo're, any small amoUnt of extra salt imposed on those'soil's 'vries.L be in the tolerable range of Nose coastal soils. g6v,ever, adding appreciable amounts of salt'to those types of soils'that are not accustomed. to salt vrill'moat certainly have adverse effects. Xn conclu ion, j:

think'that the'assumption ade on the results of the pourer

'mI plant in maryland are mislead.ing and do not apply to SMS.

Therefore, this o'roblem need,s to 'bc solved.. t

7) ln ref~:ring to section 4.4.5, the assumpt>ons made are not compatible vith SSES. Again the assumption i's that if there are no problems at one, plant, then, there vrill be no proMems at the next.. Vhe assumption that little or no fogging or icin'g vrill occur at SShS is not valid,. Bervrick ancL surrounding areas along the Susquehanna River ha>'c alvrays been Rnovrn for being subject to fog conditions. The effects 'of the plumes vrill edd.

to this natural phenomenon,. j.'he occurrence oX ground.-base inversion layers, a common meteorlogical phenomenon in the ridge and. Valley province of Pennsylvania during the vrintcr months, vras no't even mentioned.. Should. this occur vrith belovr-Xreezinp temperatures,'he consequences vrill be much icing of foilape, utility linea, highvray surfaces (Boute XL), and, any other surface-. X cannot see hovr the applicant and the MC

'an dravr concluqions about the efCects of the NBAs at, SSKS from the results obtained, in, europe. This section must also be corrected and. further studied.

1 ai Xn referinp to 4abl<. 5.X,,tl e, frequency of monitoring has to be increased.. The most fr'eguent.moditoring,,that table 5.I mentions is v~eekly. Giving the applic'nt the benefit 'of of doubt, j; assume,tBat this still.'n'ot be 'the 'complete schedule the radiological monitorihg. .'XZ this is 'hoIt 'the comp3.cte monitoring schedule, then the complete schedule .of frequencies and, locations should, be included. in the final fata'Cement.

9) Xn refering to tables 6.3. and 6.2, 7 find it very disturbing it that the applicant and/or staff.,has, not includeh the possi'bility'f a class nine accid, ent occuring. Sinoe the draft v;as publish-ed. after the accident at Three,l!ile j:sland., then the results should. have been incorporated.. Also included. should. be the psychological effects that VI'ill has had. and. the psychological effects that the 881 8 will hove.

XO) Xn refering to tables 7.4 and. 7.5, j: find that the reserve margin with SSKS in both cases is much too high. As a matter of fact these two tables shor~ that the plant is really not needed..

Xl) Xn refering to section 6.6, I think that a decomissioning plan should, be ~n',.pareL befoxe operation in the case of an emergency where ta,me v'ould be a factor in prey~ring one. In other words a plan should, be ready should. tho ev(.nt'r~.se that it is need<<d.

Also the cost that is stated, for,d.ecomissioning seems -;uite los'.

1s the'ost of decomissioning iz.'clud,ed. in the cost/benefit ratio'>

X2) Xn refer~nj; to fipures 3-"X,, 3-2, and,'9->, one cann'>t Pivot a, crit'cal evaluation vf the planned. routes of the transmission corridors when one cannot even read, the maps. Those ziaps are also of'ery poor quality for obvious reasons. (See comment I).

linthink that these comments are. very much preparation of, the final environmental vrorth consideration

.~.mvact statement for the SSKH. I v:ovid, appreciate and welcome any reply to the above comments ~
