! feel have been ignored in the analysis of small bore piping.

They are as follcws: '

1) The 1971 ASME 3 & PVC Section III was used in designing the Susquehanna Power Plant. The scck2 welded connectionc have a stress intensification factor of 1.3 according to this code, but the sif at a sockolet or weldole: could be greater. This fact was ignored in all hand calculations performed at the jobsite.
2) Nozzle loads on equipment were ignored on all small j bore piping analyzed on the jobsite. Nozzle load allowables were never pro'.:ided to the resident engineering engineer. '. ;

All analysis was performed using the Sechtel small bore piping alternate criteria called M-241 The criteria does inform the user to use the correct sif for components ..

other than socketwelds, but this instruction was ignored by Bechtel resident engineering supervisors. The criteria does not provide a reduction of support spans for nozzle loads. These concerns have been presented to the small bore stress group supervisors (Adly Ayad and Mohammad Kanoun) by several engineers. Because they did not! receive adequate answers, I feel that it is imperative to inform you of the facts.

When our previous supervisor had been questioned about these items during the initial analysis, his reply was, "we

  • will cover it in the asbuilt". The new supervisors have not .

allowed us to even look at the original calculations during the stress asbuilt reconciliation, much less solve these probler.s.

Dear Mr. Keiser :

I was emoloyed as an electrician-welder at P. P. & L.'s Suscuchanna Steam -

Electric Station by Bechtel Pcwer Corporation, through the International Brotherhood of Electrical Workers Local #163. My tenure with the electricians was fcur (4) years, and I was a welder with the ironworkers for three (3) years, for a tctal of seven (7) years employment at Susquehanna Steam Electric Station.

On April 29, 1982, I received a Western Union message ihat I had been '

terminated effective that date. The reason for termination was " reduction in work force." The termination notice in itself was incorrect because I had been given total " property clearance"; tools, badge, keys, etc. How could this be when I wasn't even on the jobsite? I suppose the security regulations are flexible.

As an electrician-welder at Susquehanna Steam Electric Station, I had i more welding qualifications than any other electrician-welder cn the jobsite. Il As an exa ple, during the week of March 26, 1982, and April 2,1982, I was sent to the weld test shop to upgrade for a special welding job. The upgrade i and the job was completed successfully--not even a month previcus to my termination. I might add that this testing was done at considerable expense to l P. P. & L. as well as all the other upgrading I ccmpleted successfully. My jl

); welding il becausequalifications on one occasion must haveof I know meant something my foreman, to the Sterling people Frantz, I worked and my general for, foreman, Joe Wozniak, falsifyino " filler metal withdrawal slips" so that I f would not lecse my stainless steel heli-arc welding qualification (filler metal i

must be drawn periodically or you automatically icose your qualification). The instance I pointed out can be verified with the records, because they assigned the welding to a jcb that did not exist. This tock place near the middle of the month of March, 1982. It was assigned to the General Electric Project, who we weren't working with at the time, nor did I have in my possession the equip-ment to do this type of welding. -

In the seven years I worked at Susquehanna Steam Electric Station, I was _

never written up for any jobsite rules infraction, nor were any of my welds classified as bad and had to be reworked. I was on numercus delicate and specialized welding assignments for other superintendents such as Mr. Jack Hayes, Mr. Tcm Terrell, and Mr. Bud Pressell. I am sure they could attest to my welding ability and my competence as a good employee.
