attitude> for true concern and for a new way.

On Parch lO, 1980'lan

Parr, the HHC project manager for the Susquehanna facil3.t-'~

was quoted in the Harrisburg Patriot!

"iihen you come out of a situation like that> (T;tI) you'ro a little bit'unchy.

staf and attitudes the NRC is unable to fulfillits responsibility, f'r providing an acceptable level of safety for nuclear power plants,"

(On a personal lovel, this was reconfirmed by my experience at the special prehoaring conferenoe last week.

Aa X took. notes for Dr. Johnsrud, I was startled to have a Staff at.orncy shout at her right over my head.

Uninformed though I may be> it oertainly seems that requests for a party to refrain from interrupting "hould bo directed to the ciuir=an or at least politely to the individuals 'uch behavior does not seem to represent changes in attitude which are positive

)

Of all thoso quotes and thoughts>

perhaps tho best summation was offered by I'.itchell Rogovin in The Propnoais on page 171'Ve are not reassured, by what we see so far."

So> here we are in another licensing situation.

The Applicants had moved to throw out one intervonor and exclude two others from oral participation in making the record complete. "

>hat has been the method used to bring about this sit~ation'?

Xt certainly seems that the attempt has been made to bury the representatives under massive requests for information.

As!:

them to list every docw."ent and. every conversation they'e ever had pertaining to lo.~-level radiat.'on;.

Ask thon the names of the Applicants~ plants, and then ask them whore they got that information.

Ask them for.infor ation that no one knows such as the amount of radon due to the plant should it over oe allaed to operate.

And then, when the answer is we dcn't know, or this is unreasonable, the response ha" been. to demand the an=wor again and to threaten the intorvenors with expulsion.

I don't think the attitudes of the utility seem 'to have changed much either
