Dear Congressman McDade:

The comunication from your constituent, Mr. John Ulma, which you forwarded to the Nuclear Regulatory Commission (NRC) for consideration, has been referred to me for response. Mr. Ulma requested an update of the licensing of the Berwick Plant following the NRC placing a hold on licensing of nuclear plants for a period of six months.

The nuclear facility referred to in Mr. Ulma's communication is the Susquehanna Steam Electric Station, Units 1 and 2, being constructed by the Pennsylvania Power 8 Light Company. The plant site is located in Salem Township, Luzerne

'ouhty, Pennsylvania approximately 20 miles southwest of Wilkes-Barre, 50 miles northwest of Allentown and 70 miles northeast of Harrisburg.

The Pennsylvania Power 8 Light Company tendered its application for operating

. licenses for Susquehanna, Units 1 and 2 on April 10, 1978, and the NRC staff's detailed review was begun on July 31, 1978. -The review had progressed to the.

, point of issuing the staff's first request. for additional information when the Three Mile Island, Unit No. 2 (TMI-2) accident occurred.

As a consequence'of the TMI-2 accident, the effort of the staff was concentrated on evaluating the accident and assessing the remedial measures to be required as our evaluation progressed .both immediate, near-term and long-term at first, on operating reactors, and later, on applications under review. Except for work in minor: areas the review of the Susquehanna application was halted during this time due to the limitation of our available resources.

Since the TMI-2 accident, the NRC,staff has been conducting an intensive review of the design and operational aspects of nuclear power plants and the emergency procedures for coping with potential accidents. The purpose of these efforts was to identify measures that should be taken in the short-term to reduce the likelihood of such accidents and to improve the emergency preparedness in responding to such events.
