This conclusion is okay only if you give me some additional information like

- it okay for this valve to isolate only on signals "B" and "C".

Just because it reflects what the actual plant was built like, maybe the actual plant was built wrong. You have to give more infonnation similar to...

the change that was made during construction and not incorporated into the FSAR, what's the basis for concluding that the FSAR wasn't the correct basis for the Staff conclusion to safety.... You have to give some information about that. Why is it okay to isolate only on the two sets of signals
