As required by 10CFR50.33 (K),,this report is submitted to provide assurance that funds will be available to decommission The Ohio State University Research reactor, License R-75, ,

Docket 50-150. These funds will be requested sufficiently in advance of decommissioning to prevent delay in the required activities.

The cost estimate to decommission The OSU Research Reactor l

is $706,250 in 1990. This estimate is based on the study

" Technology, Safety and Costs of Decommissioning Reference Nuclear Research and Test Reactors", NUREG/CR 1756. Attached is the detail of methods and assumptions used to arrive at the figure.

The Provost of The Ohio State University has been previously designated to the USNRC as the responsible University official under License R-75, Docket 50-150.

i Decommissioning Funding Plan for  :

The Ohio State University Research Reactor License R-75 Docket 50-150 t

In an effort to make a reasonable cost estimate for decommissioning one may  !

base this on the study " Technology, Safety and Costs of Decommissioning Reference Nuclear Research and Test Reactors" NURE0/CR1756. This study used 3 the Oregon State University TRIGA as its reference research reactor.

However, one must make adjustments due to the difference between the reactors and the time the study was completed.

In order to estimate the cost of decommissioning the reactor by decontamination the following methods / assumptions were made. l

1. The cost of fuel shipment was not included since the NRC considers this an operational cost. -
2. Inflation was estimated at 8%/ year based on OSUNRL labor l costs since 2980/81.

3. Staff labor requirements were based on Tables 10.1-2 and .,

10.1-3 from the above study with appropriate adjustments for differences between the two eactors,

j 4. Waste disposal was' estimated at $100/cu.ft. (based on the latest ~1U-ORS waste disposal bid) except for Co-60 which we estimated to cost more due to its high radiation level.

5. The minimum of structural material is removed and only radioactive material waste disposal is considered.
6. A qualified staff is on hand to plan and supervise the ,

process.

7. Labor and waste disposal comprise about 90% of the total as indicated in the above study.
8. A 254 contingency is added as indicated in the above studr.

! effort was reduced from 3.8 to 1.9 man-years based on the reduced requirements found in Table 10.1-2. Instead of 13.36 man-years it is estimated to require 5.9. Therefore the staff labor cost should be reduced a

from $530.570 to $234,300 in 1981 dollars. Eight percent inflation per year for nine years sakes this about $468,400 in 2990.

$40,000 This is based on 1990 waste disposal costs which are likely -

to change significantly in the near future. Remember that these are estimates only.

There may be other costs but these two items will comprise about 90% of that .

estimated for the reference reactor. Therefore, to determine the decommissioning estimate we used the following:

Staff Cost + Waste Disposal Cost

$468,400 $40.000 = $565,000 + 254 contingency

= $706,250 h
