Dear Sir:

During a recent discussion of Technical Specifications (5-28-80) between Brian Hajek, Associate Director of the NRL and Richard Myser, Manager of Reactor Operations, it was concluded there may be a reportable non-compliance item. Following discussions on 5-29-80 and 5-30-80 between Mr. Ken Ridgeway of your office and Mr. Myser of The Ohio State University Nuclear Reactor Laboratory, we decided to report under the requirements of our NRC license R-75 section D(2). While the item does not involve actual reactor operation, this still seemed the most appropriate procedure to follow.

This reportable iten involves Tech Spec 2.1(1) which states briefly that "all circulating fans and air conditioning systems shall have the capability to be shut off from a single control in the control room....". We discovered that an air conditioner for the multi-channel analyzer room (Room 109) of the Nuclear Reactor Laboratory is not tied to the emergency switch in the control room.

While this air conditioner is mounted on an interior wall which obviously eliminates any possibility of exchange of reactor building air with outside air, it may not be turned off from the control room.

releases to the outside nor does it exchange air between the reactor room and the analyzer room since the system is not operated in the exhaust mode. Therefore, the intent of this Technical Specification is not violated.

I However to be in strict adherence to the Tech Specs, we have initiated action-to have this air conditioner tied into the control room emergency switch. The order for a work estimate was sent 6-2-80.

Until work is completed, the air conditioner will not be operated if the reactor is operating. If you have questions regarding this matter please contact either Mr. Hajek or Mr. Myser at the Nuclear Reactor Laboratory (614/422-6755).
