1.0 SCOPE ,

The scope and objective of this safety inspection conducted on-site and at the corporate office in Parsippany, New Jersey on July 6 9,1993, was to assess the licensee's effort in

incorporating environmental qualification (EQ) information into the Oyster Creek GMS2  ;

computerized component database and to closcout previously identified open items ready for ;

closur .

2.0 BACKGROUND  :

i As a result of a licensee review involving electrical splices in four pump motors in late 1989, j the licensce's environmental quali6 cation (EQ) group identified inconsistencies in the engineering baseline data. In addition, information available on walkdown sheets, which the EQ Gle used for traceability, did not clearly indicate the qualified configuration. During an ;

'

inspection of splices on the containment spray pump motors, the EQ engineer identified splices that did not conform to the qualified con 6guration. The splices were to be replaced ;

during an upcoming outage of suf6cient duration; however, this EQ deficiency and l operability determination was never conveyed to the Oyster Creek statio During December 1990, the licensee's EQ group determined that a deviation existed in the r core spray booster pump motors P-120-2A and 2B and expanded the operability

determination to include the unqualified splices of the booster pump motors. During -

February 1991, the licensee found that a 1985 work request modified splices in the core  :

spray pump P-20-1 A such that they were not environmentally quali6ed. This prompted the l NRC to issue a violation (50-219/91-01-02) to address the lack of environmental qualification !

(EQ) documentation on electric splices and an unresolved item (50-219/91-05-01) questioning a potential program weakness in E !

Both issues were closed in NRC inspection report 50-219/92-03. In their response to the j Notice of Violation, the licensee indicated that additional information was being added to the j

engineering data base to enhance future identification, control and documentation related to EQ component .0 GMS2 COMPUTER DATA BASE i j

As a corporate-sponsored project, GPUN has developed a computer database, GMS2, to

. automate in a real-time environment the needs for managing and controlling work activitie l The primary objective of GMS2 was to provide a centralized database which effectively  ;

improves all facets of work. The database incorporated into GMS2 includes specific  :

information about equipment throughout the plant and is maintained by Technical Function l The Oyster Creek GMS2 computerized component database was expanded to address common and interface components and additional EQ and System Component Evaluation  !

includes information related to plant modifications performed on cable. The licensee indicated there are 300 EQ host components with interfacing and common components  !'

related to the host component. The licensee has incorporated 150 host components into the GMS2 engineering data base. Thirty host components per month are scheduled for addition to the data base with a completion date of December 30,199 ;

The inspector verified the adequacy of the EQ computerized data base by selecting a

sampling of EQ host components and comparing the computer printout of EQ data input against the EQ SCEW sheets and EQ document file. The EQ data incorporated into the GMS2 computer data base and the format used for each EQ host component was readily accessible and comprehensive. Accessibility to the GMS2 data base was demonstrated by licensee personnel. During this demonstration, the inspector selected several EQ host components from the EQ master list displayed on the computer. The inspector witnessed tne ,

. case with which the operator recalled EQ information for each EQ host component. In ,

addition, the inspector was able to determine the status of components associated with each host component, its switches, cables, and indicators. The inspector concluded the GMS2 EQ data base, when completed, will provide the required EQ data in a reliable and timely STATUS OF PREVIOUSLY IDENTIFIED OPEN ITEMS $

Regulatory Guide (R.G.) 1.97 submittal, Updated Final Safety Analysis Report (UFSAR), i and actual installed configuration for instrument ranges. In an audit of 10 analog variables, .

the NRC determined that approximately 40% of the variables had documentation that did not I reflect the installed instrument range. A walkdown by the licensee of the R.G.1.97 -

instrumentation verified the instrument range discrepancies. As a result of this walkdown the licensee now has a comprehensive listing of all instruments identified in the Topical Report ,

TR-028, Revision 2, and other applicable document Based on the above, the NRC inspector reviewed and verified document changes to the UFSAR (Update 7, dated December 1992) and previous GPU submittals to reflect the as- .

installed instrument ranges for R.G.1.97 instruments. In addition, the inspector verified that ;

Based on the inspector's review of the licensee's response (C321-91-2324), dated January 3, 1992, to the Notice of Deviation, the inspector noted that all meters were located in control room panels 8F and 9F. In addition, the licensee's response and inspector's confirmation indicate that the kilowatt meters were calibrated in June 1991, prior to the NRC inspection, and the ammeters were calibrated in July 1991 following the NRC inspection. For those instruments that did not have a calibration / test program, the inspector confirmed that one was established. The inspector reviewed licensee action item No. 91140.03 and No. 91140.02 confirming the existence of a calibration / test program for R.G.1.97 Standby Power instruments. Work was completed on October 15, 199 This item is close I (Closed) Unresolved item No. 50-219/92-08-09 regarding lack of data to support seismic qualification of wall-mounted, Battery Room C, electrical heater (H-59-005).

The inspector reviewed licensee calculation C-1302-839-5320-002, Revision 0. The calculation demonstrates that the electric heater supports are adequate to prevent the heater from falling onto the battery bank stored beneath the heater during a seismic event equivalent  !
