Gentlemen:

Via the referenced letter and pursuant to 10CFR50.90 TU Electric requested an amendment to its Operating License HPF 87 by incorporating proposed changes to the Technical Specification for CPSES Unit 1. When implemented, this License Amendment Request (LAR)91-007 would allow, among other things, the relocation of cycle specific' parameters to a Core Operating Limits Report. The specifics concerning this report are contained in the requested changes for Administrative Control section 6.9.1.6.

During the review of LAR-91 007 t:1e NRC staff quest'oned the meaning of the word "CAOC" in Insert E, of fnclosure 3 to TXX-91179, page 29 of 32 (Reference 1). The word "CAOC" stands for Constant Axial Offset Control as identified in Insert D, of Enclosure 3 to TXX 91179, page 31 of 32 (Reference 1). Attachen is a marked-up of Insert E to reflect the discussion above.
